Difficult to disburse

Mr. Vo Van Toan - Head of the Department of Labor, Invalids and Social Affairs of Duy Xuyen district said that the whole district still has 1,156 poor and near-poor households, of which 49 poor households have the potential to escape poverty.

The district's policy is to strive for no poor households with the ability to escape poverty by the end of 2024. The total capital plan to implement the National Target Program (NTP) for sustainable poverty reduction in Duy Xuyen district in 2024 (including the capital for 2022-2023 that is allowed to be extended) is nearly 17.4 billion VND.

The total allocated capital is more than 2.1 billion VND, reaching 12.2%; the remaining capital will be allocated in detail by the District People's Committee when conditions are met. Notably, as of mid-July 2024, out of nearly 17.4 billion VND, Duy Xuyen has only disbursed 62 million VND.

According to the leader of Duy Xuyen district, the most difficult issue is the issue of supporting production and developing poverty reduction models. "Reality shows that a part of the poor have a dependent mindset, waiting for the support policies of the State, do not want to escape poverty to enjoy the regimes; some households are still afraid to borrow capital to develop production and business to improve their lives and escape poverty" - Mr. Toan said.

Meanwhile, Mr. Mac Nhu Phuong - Vice Chairman of Tay Giang District People's Committee informed that regarding investment capital, in 2024, the total capital plan to implement the National Target Program on Sustainable Poverty Reduction of the locality is more than 86 billion VND; by July 23, 2024, the district had disbursed more than 23.7 billion VND, reaching 27.58%.

As for career capital, this year the total capital plan to implement Tay Giang's poverty reduction program is more than 38.1 billion VND; by the end of July 2024, only more than 2.9 billion VND (7.65%) had been disbursed.

According to Mr. Phuong, the reason why the capital for implementing the National Target Program on Sustainable Poverty Reduction has not been fully allocated and the disbursement rate is low is because through surveys and evaluations of some production support models that have been implemented, it has been shown that investment efficiency has not been promoted, so it is necessary to specifically survey and evaluate the implementation model before allocating career capital.

Notably, linkage in supporting production development along the value chain faces many difficulties due to the lack of capable cooperatives and the small number of participating enterprises...

Not eligible

Another issue of concern is that the progress of implementing projects and sub-projects of the National Target Program on Sustainable Poverty Reduction is still slower than planned.

For Duy Xuyen, the reason is that the poverty reduction model according to Project 2 and Project 3 must have at least 10 households participating. However, through review, statistics and assessment, the number of households eligible to participate in the project is very small (some localities do not have enough 10 households), so the implementation is slow and the project is difficult to implement.

“Coordination between agencies, departments and localities is sometimes not tight and not synchronized in implementation. Officers monitoring poverty reduction work in districts, communes and towns have many concurrent jobs and often change jobs, which partly affects the work of advising on poverty reduction program implementation at the grassroots level,” Mr. Vo Van Toan acknowledged.

In recent meetings with Chairman of the Provincial People's Committee Le Van Dung, leaders of many localities and departments of the province said that recently, poverty reduction support work has encountered many difficulties.

Accordingly, the implementation of Project 2 on livelihood diversification, poverty reduction model development and sub-project 1 of Project 3 on supporting production development in the agricultural sector has some limitations.

Specifically, the above projects are implemented in a community-based manner, with most of the project participants being poor, near-poor, newly escaped-poverty households, and people with disabilities who have no livelihood. However, most of these subjects are elderly, single, and unable to work, so they do not participate in the project.

There are still many poor households in some areas who are eligible to participate in the project but do not register to participate in the project due to many reasons. Among them, there is the reason of recovering a part of the capital from the state budget support according to the Government's regulations and Decision No. 01 (dated February 28, 2023) of the People's Committee of Quang Nam province; or fear that participating in the project will help them escape poverty, and will no longer enjoy the State's poverty reduction policy after being removed from the list of poor households...
