Manage and utilize resources effectively.

In 2024, the Provincial People's Committee promptly collected, remitted, managed, and used various fees related to natural resources into the state budget in accordance with current regulations. At the same time, it reviewed 8 projects that did not put land into use or were slow to put land into use during the period 2016-2021, in accordance with Resolution No. 74/2022/QH15 dated November 15, 2022, of the National Assembly .

Of these, four projects have yet to commence construction and become operational: Thuy Long Tourism Co., Ltd. (Hoi An), Thanh Phong Trading and Service Co., Ltd. (Duy Xuyen), Thinh Thuan Co., Ltd. (Thang Binh), and Hung Hau Construction and Equipment Trading Co., Ltd. (Nui Thanh). Therefore, it has been recommended that their licenses be revoked.

Regarding the management, exploitation, and use of forest resources, the Provincial People's Committee has resolutely directed agencies, units, localities, and forest owners to proactively implement key solutions to prevent deforestation, encroachment on forest land, forest fires, etc., and minimize damage to forests.

Since the beginning of the year, the Provincial People's Committee has approved 4 plans for exploiting and utilizing natural forest timber on areas where forest land has been converted to other uses and on areas where forest land is temporarily used, with a total timber harvesting area of ​​15.2 hectares and a total timber and firewood output of 1,683.7 cubic meters.

In addition, the Provincial People's Committee approved the impact and restoration plan for the affected natural forest area of ​​3.69 hectares, with a total volume of 622 cubic meters of timber and firewood; and the liquidation of planted forests damaged by natural disasters and the harvesting of forest products, covering an area of ​​53.79 hectares with a total volume of 939.2 cubic meters of timber.

During the year, forest rangers and specialized forest protection forces organized more than 2,320 patrols and raids; through which they detected and recorded 179 violations in the forestry sector. The total amount collected and remitted to the state budget was over 885 million VND.

In 2024, a 10% reduction in recurrent expenditures to fund salary reforms for budget-funded units under the provincial budget and the People's Committees of districts, towns, and cities amounted to over 375.1 billion VND.

Saving 5% of the annual recurrent expenditure budget for budget-funded units under the provincial budget and the People's Committees of districts, towns, and cities amounts to nearly 91 billion VND.

During the budget review process, items that were incorrectly prepared, targeted at the wrong beneficiaries, or did not meet the required standards and norms were cut, totaling over 6.7 billion VND.

Agencies and units have saved over 48.4 billion VND through the implementation of expenditure contracting mechanisms and granting autonomy; and saved over 36.6 billion VND in administrative management expenses, national target programs, scientific and technological research, education and training, healthcare, etc.

Regarding the financial management of capital construction investment, nearly 459.4 billion VND has been saved for the state budget. This includes savings of nearly 35.9 billion VND through design and cost estimate appraisal; over 400.7 billion VND through competitive bidding and tendering; and over 22.7 billion VND through the verification and approval of final project accounts.

Asset recovery after inspections was low.

According to the Provincial People's Committee, in 2024, the entire sector conducted 251 administrative inspections at 392 units. These inspections uncovered violations totaling over 37.6 billion VND and more than 10,601 of land; recommended the recovery of 16,847.3 million VND and 2,523.4 of land for the State budget; recommended corrective actions, reductions in settlement value, and other handling of nearly 20.9 billion VND and more than 8,078 of land; and recommended disciplinary action against 192 collectives and 335 individuals. Additionally, one case was transferred to the Provincial Police; information on three cases was transferred to the Provincial Police and one case to the Thang Binh District Police for consideration within their jurisdiction.

Regarding specialized inspections, 330 inspections and audits were conducted at 831 organizations and 928 individuals. As a result, 157 organizations and 356 individuals were found to be in violation and were penalized, with a total fine exceeding 21.3 billion VND; recommendations were made to recover over 20.7 billion VND for the State budget; administrative fines totaling over 6.6 billion VND were imposed; and one case involving three individuals was transferred to the Tam Ky City Police.

Inspection and auditing activities have positively impacted the awareness and actions of units and their leaders regarding financial and budgetary management, capital investment management, and the practice of saving and combating waste. However, the rate of recovery of money and assets processed after inspections remains low.

Speaking at the group discussion session of the 28th meeting of the 10th Provincial People's Council, the Head of the Provincial Party Committee's Internal Affairs Department, Nguyen Manh Ha, requested the Provincial People's Council to strengthen supervision and the Provincial People's Committee to continue directing the work of practicing thrift and combating waste, especially the recovery of money and assets from economic corruption cases, which currently have a very low recovery rate. Out of a total of 12 cases, only 1 has been implemented, recovering only 433 million VND out of 95 billion VND.

Regarding economic crime cases, only 12 have been resolved so far, recovering 538 million VND; 33 cases involving 24 billion VND remain unrecovered. The conclusions of state inspections and audits indicate a low recovery rate for money and land, with many outstanding cases accumulating over many years.

Combating waste in disbursement

According to the Department of Planning and Investment, by mid-December, Quang Nam province had disbursed over 62% of its 2024 public investment plan, equivalent to nearly 5,659 billion VND out of a total of nearly 9,096 billion VND. Specifically, disbursement from the central government budget reached 53.9%, and from the local government budget reached 63.8%. Currently, provincial leaders are directing efforts to accelerate disbursement, but the disbursement results are still far from the target of 95% completion set by the Prime Minister.

The reason for the slow disbursement is that although the 2023 Bidding Law came into effect on January 1, 2024, the Government only issued Decree No. 24 guiding its implementation on February 27, 2024. Therefore, in the first three months of 2024, the approval and adjustment of contractor selection plans were very limited, affecting the overall disbursement progress.

Furthermore, in many localities, the leadership lacked decisiveness; compensation and land clearance work dragged on. The shortage of fill soil and construction sand led contractors to access materials at higher prices than those initially estimated, resulting in some contractors proceeding with construction at a slow pace while awaiting adjustments to the construction price index to reflect market prices. The capabilities of the winning bidders were also inadequate, leading to delays in implementation compared to the plan.

Quang Nam province has 9 mountainous districts, and the period from October to December each year brings complex weather conditions, prolonged rain, and a very high risk of landslides, causing disruptions to construction, especially for transportation projects.

For projects using ODA funds, the disbursement of preferential foreign loans is slow due to the lengthy review and approval process by donors for investment procedures, contractor selection plans, and disbursement documents.

Regarding the three national target programs, land clearance has been slow due to issues with forest land and planning, resulting in delays in some projects. Many documents issued by central agencies to implement the programs are not synchronized, and some contents overlap. The Law on Bidding stipulates that funds exceeding 100 million VND must be subject to bidding, which also affects the progress of the programs.

According to the Chairman of the Provincial People's Committee, Le Van Dung, Quang Nam currently has 94 investment projects and works that are behind schedule and have been delayed for many years. In 2025, Quang Nam will focus intensely on these 94 projects.

Combating waste is an area where the central government is giving very strong direction. Quang Nam province has established a Steering Committee on implementing measures to prevent and combat waste. In the coming time, we will review all projects, works, and public assets, and if any waste is found, we will resolutely rectify it, making an important contribution to achieving the goal of economic growth.

Regarding the major tasks for 2025, the provincial leadership will monitor the progress of investment capital disbursement and actively urge the timely repayment of outstanding investment capital advances. The focus will be on implementing effective solutions to improve the disbursement rate of public investment capital and national target program funds; and accelerating the implementation of key projects with widespread impact. Along with accelerating the disbursement of public investment capital, the quality of projects must be ensured, preventing corruption, losses, and waste.

The Provincial People's Committee will accelerate the digitalization of processes for monitoring, supervising, and managing public investment capital. Simultaneously, it will continue to implement the licensing and management of mineral activities in accordance with the mineral planning strategy; ensuring socio-economic efficiency, environmental protection, and sustainable development. This will provide a basis for resolving difficulties faced by localities and construction units regarding basic construction materials in the construction of projects.
