
7 components, 5 core issues
The Smart City Construction Project in Quang Nam Province (Tam Ky City) funded by the Korea International Cooperation Agency in Vietnam - KOICA, was approved by the Provincial People's Committee in April 2021, with implementation period until 2025.
Mr. Nguyen Minh Nam - Vice Chairman of Tam Ky City People's Committee said that the project's goal is to develop strategies, plans and gradually build smart infrastructure and services for the city.
The project aims to create urban competitiveness, improve the management capacity of state agencies, and contribute to the socio -economic development of Quang Nam province in general and Tam Ky city in particular. At the same time, the project aims to be a model of smart city in Vietnam with support from the Korean government.
The project has 7 components, including: Overview of the overall strategy of the smart city of Quang Nam province and the overall plan for the development of the smart city of Tam Ky; Building the basic database of Tam Ky smart city; Developing the smart city data platform (pilot system for Tam Ky); Pilot smart city services (pilot areas in Tam Ky inner city wards); Building and operating the smart city operation center; Training, capacity building; Project management and promotion.

Researchers from Korea said that the results of research on building smart city infrastructure in Tam Ky City showed that the conditions for implementing linking and integrating functions are still relatively low.
Therefore, it is necessary to establish a planning direction and implementation time for related projects to build an effective and sustainable smart city. The project focuses on 5 main areas related to life and economy including: transportation, safety, health, tourism, and industry.
Step by step completion to operation
Up to now, after 3 years of implementation, thanks to the synchronous and drastic participation of all parties, the project has achieved positive results.
Representatives of the consulting unit - Jungdo UIT Company and Anyang University (Korea) said that they have coordinated with the units and localities of the province to complete the drafts of the Overview of Smart City and Strategic Orientation of Smart City for Quang Nam province (including 4 urban areas: Tam Ky, Hoi An, Dien Ban, Nui Thanh) and the Plan and overall program for Smart City development for Tam Ky City. The above drafts are being consulted with relevant units, completed and submitted for approval.
The consulting unit is also completing the software functions of the Tam Ky Smart City's database platform. It is expected that in the second quarter of 2024, data can be entered to serve the management and direction of Tam Ky City's specialized departments.
The construction of the E-Government data platform (pilot system for Tam Ky) is being carried out in parallel, expected to be operational in 2024.

The platform aims to support urban policy and urban management-related operations based on the database built from the project. The platform also supports interactive services with citizens to share and exploit public information with community participation.
Pilot smart urban services in Tam Ky inner city wards such as surveillance cameras, river flood warnings, public wifi... are basically installed and completed.
After stable testing, these services will officially go into operation with an operation center with a scale of 10 55-inch screens, computer systems, machine rooms, and equipment for field monitoring.
However, the project implementation process is still facing some difficulties. Mr. Nguyen Minh Nam expressed his concerns about the authority to approve the Quang Nam Province Smart Region Strategic Plan; the model of management agencies, management apparatus, and operations of smart cities at all levels of the province and locality. The issues of integration and sharing of common resources among relevant agencies, especially ensuring the safety and information security of the system.
