Mr. Ha Ra Dieu: Quang Nam province has 18 districts, towns and cities, of which 8 districts with 70 communes are in ethnic minority areas. The total population of the province is about 1.5 million people, of which ethnic minorities are about 140,500 people, accounting for 9.4% of the population. The whole province has about 25 ethnic minority groups, of which the largest are the Co Tu, Xo Dang and Gie Trieng people. Although there are still many difficulties and challenges, with the concentrated efforts of the entire political system from the province to the grassroots, the socio-economic situation of ethnic minority and mountainous areas in the province has been maintained stably.
Over the period of implementing the National Target Program 1719, Quang Nam has made a clear change. The economy of ethnic minority and mountainous areas continues to grow well; production is increasingly developing, transforming the structure of crops and livestock in the right direction. From the investment and support resources of the Program, the locality has promoted the implementation of projects and sub-projects, mobilized resources from the people, focused on solving urgent and practical requirements for life and production; gradually solved practical needs for households to arrange and stabilize their population, eliminate temporary houses, change occupations, shift production structure, cultivation and livestock breeding.
At the same time, the locality focuses on improving the cultural, spiritual and material living standards of the people, especially accelerating the pace of poverty reduction. Thanks to that, ethnic minorities have had many changes in their awareness in developing production, in learning a trade, starting a business, building a new rural life, raising awareness of preserving and developing the cultural identity of each ethnic group, and making efforts to improve themselves.
Leveraging resources from the Program, the locality also stepped up investment in essential infrastructure such as electricity - roads - schools - stations - markets to serve the needs of travel, study and medical treatment of the people. Education and health care are focused on investment and development; the quality of education is increasingly improved; people's health care has made much progress.

Up to now, what outstanding results has Quang Nam province achieved in implementing the National Target Program 1719, sir?
Mr. Ha Ra Dieu: Along with the National Target Programs on Sustainable Poverty Reduction and New Rural Development, the National Target Program 1719 plays an important role in solving the essential needs of the people, contributing to the development of ethnic minority and mountainous areas of the province.
For Quang Nam, the total capital of the Program is over VND 2,209 billion, of which the central capital is over VND 1,984 billion and the provincial budget capital is over VND 225 billion. To date, the locality has disbursed nearly VND 1,108 billion, reaching 50%.
After 3 years of implementation, Quang Nam has invested in the construction of 313 essential infrastructure projects to serve production and life in ethnic minority and mountainous areas. Of these, there are 92 traffic projects, 53 school projects, 34 water projects, 56 community centers and 78 other projects. In addition, resources from the Program also helped change jobs for 750 workers; supported residential land for 644 households; supported the removal of temporary houses for 599 households; arranged and stabilized residents for 576 households...

With the results achieved, it can be affirmed that each investment and support content has a direct impact on promoting the economy, culture, society, reducing poverty in ethnic minority and mountainous areas of the province, contributing to changing the face of rural mountainous areas. Infrastructure has been invested in and built, so traveling, medical examination and treatment, and studying are more convenient than before.
The awareness of ethnic minorities has gradually changed in production development, vocational training, career establishment, and building a new rural life. The awareness of preserving and developing the cultural identity of each ethnic group has been raised. The ethnic minorities have made efforts to improve themselves; the poverty rate in ethnic minority areas has decreased over time, exceeding the target set by the Program.
Specifically, the target of the Program is to reduce the poverty rate among ethnic minorities by over 3% each year; the implementation result in 2022 is 10.04% and in 2023 is 9.72%. The locality also promotes the implementation of removing villages and communes from the list of difficult communes.
