The National Assembly Standing Committee has finalized the plan for rearranging district and commune-level administrative units for the 2023-2025 period in 12 provinces and cities, including Quang Ngai . So, what preparations has Quang Ngai made for implementing the central government's policy?
Which communes and towns will be merged?
On December 2nd, a representative from the Department of Internal Affairs stated that, following a review, assessment, and implementation of the central government's policy on the reorganization of commune-level and district-level administrative units in the province during the 2023-2025 period, nine commune-level administrative units in the province must undergo merger.
Nghia An and Nghia Phu communes (Quang Ngai City) are among the commune-level administrative units that must undergo merger during the 2023-2025 period.
Accordingly, the merger of these communes is based on regulations regarding area, population size, and other related provisions. As a result, in Quang Ngai province, 9 communes and towns are subject to merger, leaving 6 administrative units at the commune level.
Specifically, the natural area and population of Duc Loi commune were merged with Duc Thang commune (Mo Duc district) and renamed Thang Loi. Thus, after the merger, Thang Loi commune has an area of 16.38 km² and a population of 16,965 people.
After the administrative reorganization, Mo Duc district now has 12 commune-level administrative units, including 11 communes and 1 town.
The existing natural area and population size of Nghia An commune were merged with Nghia Phu commune (Quang Ngai City) and given the new name An Phu commune.
After the merger, An Phu commune has an area of 7.69 km² and a population of 31,306 people. Thus, after the reorganization, Quang Ngai City has 22 administrative units at the commune level, including 9 wards and 13 communes.
Two coastal communes in Tu Nghia and Son Tinh districts are also undergoing mergers. Specifically, 2.99 square kilometers of natural area and over 4,900 people from Nghia My commune and 0.78 square kilometers of natural area and over 1,700 people from Nghia Phuong commune are being merged and adjusted into Song Ve town (Tu Nghia district).
The remaining part of Nghia My commune will be merged into the remaining part of Nghia Phuong commune. After the reorganization, Song Ve town will meet the standards regarding the structure and level of socio -economic development of an urban administrative unit and will achieve the criteria of a type V urban area.
For Son Tinh district, Tinh Ha town was established by merging the entire area of 19.81 km² and a population of 18,234 people from Tinh Ha commune with a portion of the area of 0.37 km² and a population of 647 people from Tinh Son commune. After its establishment, Tinh Ha town has an area of 20.18 km² and a population of 18,881 people.
After the adjustments, Tinh Son commune has an area of 14.36 km² and a population of 9,689 people.
Quang Ngai is ready for the arrangements.
According to the Quang Ngai Department of Internal Affairs, after the reorganization of commune-level administrative units, Quang Ngai province has 13 district-level administrative units and 170 commune-level administrative units.
This is the second time since 2020 that Quang Ngai has intensified efforts to streamline and reorganize its administrative apparatus at the commune, ward, and district levels. Most notably, in addition to merging several communes, Quang Ngai has also implemented the policy of merging the entire administrative boundaries of Tay Tra district into Tra Bong district.
Simultaneously, during the 2020 reorganization, Quang Ngai officially dissolved three commune-level administrative units – An Vinh, An Hai, and An Binh – to implement a single-tier government system. This transformed Ly Son island district into an administrative unit without communes.
With experience gained from previous district-level administrative unit mergers, Quang Ngai province is confident that it will successfully complete the merger and reorganization of commune-level administrative units in the coming period.
A representative from the Department of Internal Affairs shared: Quang Ngai has some experience in merging and reorganizing administrative units at the commune and district levels, and has basically ensured compliance with regulations and administrative stability. Therefore, there will not be too much pressure in the upcoming reorganization of commune and town governments.
According to Vo Danh Ngoc, Chairman of the People's Committee of Nghia Phuong commune, the plan is to merge a portion of the natural area and population of Bach My village, Nghia My commune, into Nghia Phuong commune; and to merge a portion of the natural area and population of Nang Tay 2 and Nang Tay 3 villages into Song Ve town. Officials, Party members, and the people of the commune have shown high consensus with the merger plan.
Regarding documents and papers related to the area and population of Nang Tay 2 and Nang Tay 3 villages, they are already available.
“The Party Committee, the government, and the people of the commune hope that after the merger, the province and district will pay attention to investing in the commune to have synchronized infrastructure. In particular, investment in building a bridge connecting My Thanh with Bach My village is needed to create momentum for socio-economic development in the locality,” Mr. Ngoc suggested.
Regarding the staff of officials, civil servants, and non-professional workers at the commune level, and addressing the entitlements and policies for redundant personnel; the arrangement and handling of public offices and assets have also been developed for implementation to maintain stability.
Quang Ngai province is known to have a natural area of over 5,155 square kilometers, a population of over 1.6 million people, and 13 district-level administrative units; and 170 commune-level administrative units.
