Housing for the poor

After years of living in a dilapidated, makeshift house, in June 2024, the family of Ms. Le Thi Kim Lien (43 years old, Duc Phong commune, Mo Duc district, Quang Ngai province) finally had a spacious new house thanks to the support of the government and various organizations.

Ms. Lien's family is one of the poor households in Duc Phong commune. Both husband and wife come from impoverished backgrounds, lack stable employment, and bear the heavy burden of raising three young children. Furthermore, Ms. Lien suffers from heart disease and is in very poor health.

“I received 80 million VND in support from the government and organizations to build a house. The house was built in two months and completed in June 2024. This is the greatest joy my family has ever experienced,” said Ms. Lien.

Meanwhile, in Tra Thuy commune (Tra Bong district), the house of Mr. and Mrs. Ho Ngoc Nam has also been rebuilt into a sturdy and spacious home, replacing their previous dilapidated house.

According to Mr. Nam, the house was completed with significant support from 46 million VND from the National Target Program for Sustainable Poverty Reduction. Having stable housing gives him and his wife more motivation to work hard and strive to improve their lives.

Statistical results show that from 2022 to the present, Quang Ngai province has supported the repair and construction of more than 7,000 houses for poor and near-poor households. Of these, nearly 4,300 houses were supported from the capital of national target programs for sustainable poverty reduction and socio -economic development programs for ethnic minority areas.

Besides resources from the State, the Fatherland Front at all levels and mass organizations in the province have mobilized social funding to repair and build houses for more than 2,700 poor and near-poor households and people with meritorious services to the revolution.

Having sturdy housing and livelihood support has helped poor and near-poor households develop economically, rise out of poverty, repair or build new houses, and stabilize their lives.

Eliminate temporary and dilapidated houses by 2025.

According to Nguyen Thi Anh Lan, Director of the Department of Labor, War Invalids and Social Affairs of Quang Ngai province, the entire province currently has 9,797 households in need of housing support (6,254 households need new houses and 3,543 households need house repairs).

Of the 9,797 households in need of housing support, 1,232 are under the National Target Program for Sustainable Poverty Reduction; 1,289 are under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; 3,320 are households with meritorious service to the revolution and relatives of martyrs; and 3,956 are under the Program to Eliminate Temporary and Dilapidated Houses.

The Department of Labor, War Invalids and Social Affairs proposed a general support rate of 60 million VND per house for new construction and 30 million VND per house for repairs. They also presented two implementation options: Option 1, applying the standard support rate as stipulated, would require over 467 billion VND; Option 2, applying the general rate for all eligible individuals, would require nearly 520 billion VND.

At the first meeting of the Steering Committee for the implementation of the program to eliminate temporary and dilapidated houses in Quang Ngai province on November 1st, Ms. Bui Thi Quynh Van, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council of Quang Ngai, requested that all levels, sectors, and localities demonstrate high determination, great effort, and decisive action to strive for the completion of the elimination of all temporary and dilapidated houses for households in the province by 2025.

At the same time, Ms. Van instructed the Quang Ngai Provincial People's Committee to conduct a thorough and accurate review and assessment of the current status of temporary and dilapidated houses of people in the province in order to provide support to the right recipients in a transparent and lawful manner.

Looking ahead, in November, a launching ceremony will be held to encourage and support the implementation of the program to eliminate temporary and dilapidated houses in the province.

Local authorities are emphasizing the spirit of self-reliance and self-improvement, mobilizing social resources in combination with state resources to jointly support the elimination of temporary and dilapidated houses.

Notably, Quang Ngai will focus all resources on supporting the pilot project to eliminate temporary and dilapidated houses for people in the mountainous district of Ba To, to be completed before March 11, 2025.
