Following the National Assembly's issuance of Resolution No. 227/2025/QH15 and Resolution No. 206/2025/QH15 concerning the reorganization of administrative units, Quang Ninh was one of the first localities to review and adjust its planning system to ensure consistency and uniformity in management and development.
According to the report of the Provincial People's Committee, Quang Ninh has proactively participated in the development of many important mechanisms and policies with the Central Government, including Resolution No. 66.2/NQ-CP dated August 28, 2025, of the Government on handling difficulties and obstacles when adjusting national-level planning, regional planning, and provincial planning after the merger of administrative units. At the same time, the province has received approval from the Prime Minister for the principle of adjusting the Quang Ninh Provincial Planning to conform with the two-tiered local government organizational model.

Mr. Do Xuan Diep, Director of the Department of Construction, said: "The adjustment of the planning is not only aimed at meeting the requirements of administrative unit rearrangement but also creates opportunities for the province to restructure its development space towards a more modern, synchronized, and efficient direction."
In addition to focusing on provincial-level planning, Quang Ninh has also proactively participated in providing feedback and developing a series of legal documents related to urban and rural planning, such as: Government Decree No. 145/2025/ND-CP dated June 12, 2025, on decentralization in the field of urban and rural planning; Government Decree No. 178/2025/ND-CP dated July 1, 2025, detailing some provisions of the Law on Urban and Rural Planning; along with many circulars and resolutions guiding implementation.
One of the key areas of particular interest to Quang Ninh province is the reorganization of urban and rural development spaces after mergers, focusing on regional linkages and maximizing the advantages of each locality. According to the Provincial People's Committee, the administrative restructuring is not simply about streamlining the apparatus, but also opens up opportunities for restructuring the economic space, redistributing investment resources, infrastructure, and population more rationally.

Notably, the province is focusing on reviewing all zoning plans and detailed plans to ensure they align with the new government model; simultaneously, it is updating new development orientations regarding transportation infrastructure, industry, logistics, coastal urban areas, and the digital economy. Many areas have been identified as potential new development drivers linked to strategic infrastructure systems such as expressways, seaports, airports, economic zones, and coastal industrial corridors.
A representative from the Provincial Economic Zone Management Board stated: After the merger, the demand for spatial development linkages between localities will be higher. This is an opportunity for Quang Ninh to form new growth poles based on its regional connectivity advantages and synchronized infrastructure.
The province is also accelerating the development of a synchronized planning database, digitizing all planning information to serve management purposes and ensure transparency for citizens and businesses.
Despite the achievements, the implementation of post-merger planning still faces many difficulties and challenges. Some old plans are no longer suitable for current development realities; adjusting plans in some localities takes a long time due to involvement with many specialized laws. Furthermore, the pressure to synchronize technical and social infrastructure after administrative unit reorganization also places a significant demand on investment resources. Some businesses believe that updating and adjusting plans needs to be done more quickly to facilitate project implementation.

To address these bottlenecks, Quang Ninh is focusing on promoting decentralization and delegation of authority in planning; shortening the time for appraisal and approval; and strengthening the application of digital technology in planning management and providing information to businesses. The province also recognizes the need to link planning with practical development needs, avoiding overlapping plans, impractical plans, or plans that require frequent adjustments, thus wasting social resources.
In the context of increasing competition among localities, planning is not only a management tool but is becoming a "lever" to expand growth space. With a proactive, systematic approach and long-term development thinking, Quang Ninh not only addresses the immediate need for administrative reorganization but also gradually creates new development spaces, laying the foundation for strong breakthroughs in the coming period.
