On the morning of May 25th, the Quang Ninh Provincial People's Committee held a conference to review the results of the intensive campaign to synchronize the land database. The conference was attended and directed by Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee and Head of the Provincial Steering Committee. Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, chaired the meeting.
A strong breakthrough during the peak period.
Through the review process, Quang Ninh province currently has 468,624 land parcels for which initial information has been collected. After nearly two months of implementing the intensive campaign, the entire political system from the provincial to the grassroots level has devoted its efforts to reviewing, correcting, and updating the data.

To date, nearly 275,000 land parcels have been successfully synchronized with the national land information system, reaching a rate of 58.67%. Of these, the Provincial Land Registration Office cleaned 85,828 parcels, while communes, wards, and special zones throughout the province have strived to clean 178,625 parcels.
Notably, the total number of land parcels that completely match the population data reached nearly 333,900. In addition, 15,501 cadastral maps have been completed, standardized, and 100% synchronized with the specialized management software. This impressive result has propelled Quang Ninh to the top 7 localities with the highest land data cleaning rate in the country.
Frankly acknowledging the "bottlenecks"
Besides the positive results, the conference focused on discussing and frankly analyzing the difficulties and obstacles encountered during implementation at the local level. The biggest difficulty currently is the lack of synchronization in updating spatial data across localities. Many land areas were surveyed over different periods, and despite significant changes in reality, they have not been updated in a timely manner on the cadastral map.
Furthermore, the IT infrastructure at the commune level is inadequate, and coordination between software providers and specialized agencies is sometimes not smooth, slowing down overall progress.

Speaking at the conference, Mr. Vu Van Dien, Standing Vice Chairman of the Quang Ninh Provincial People's Committee, commended the efforts of the departments and localities. To maintain the pace, Mr. Dien requested that the units continue to focus intensely and strive to complete the synchronization of 100% of the collected land parcels by the end of June 2026.
Specifically, for the five complex land parcel groups, including: land parcels without land titles, mortgaged land, land undergoing property division, disputed land, and land parcels requiring supplementary surveying, localities must focus on resolving these issues thoroughly before June 15th. For areas without data, the deadline for completing surveying and updating is October 2026.

Concluding the conference, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, emphasized that the results of this intensive campaign are valuable practical lessons for perfecting the province-wide land database system according to the criteria of "accurate, complete, clean, and active".
In the coming period, Quang Ninh province will tighten discipline, clarify the responsibilities of each department, agency, and locality; and urgently select a consulting unit to upgrade the software and infrastructure. At the same time, data synchronization will be checked and monitored daily to ensure that the target is met on schedule.
