Up to this point, Quang Tho has only 14/19 meeting the advanced NTM standards as prescribed. The remaining 5 criteria that have not been met are education , information and communication, production organization and rural development, health, national defense and security. The goal of meeting the advanced NTM standards by the end of 2023 is quite a heavy task, but Quang Tho is determined to achieve it by all means.
Chairman of Quang Tho Commune People's Committee, Mr. Tran Kim informed that the requirement for schools at all levels must meet level 1 infrastructure standards and at least 1 school must meet level 2 infrastructure standards. Currently, in the commune, there are 3 schools that meet national standards level 1. To meet the educational criteria, Quang Tho is investing in building Quang Tho Primary School to meet level 2 standards.
The locality focuses on mobilizing resources to build more science and technology subject rooms, music rooms, art rooms, multi-purpose rooms, multi-purpose houses, and student restrooms with a total estimated cost of more than 7.7 billion VND. This cost comes from the public investment capital of the district and commune in the period of 2023-2024. The district education sector is also coordinating to review and re-evaluate the content and criteria of the physical education model for students to practice physical strength, skills, and endurance.
According to regulations on information and communication criteria, the rate of online settlement records out of the total number of administrative procedure settlement records of the commune must reach at least 50%. However, currently, the rate of online records at levels 3 and 4 at the reception and result delivery departments of the communes has only reached 44.4%. The locality is implementing measures to propagate and mobilize people to use online public services at levels 3 and 4. Special attention is paid to working age people who use smartphones to apply online public services at levels 3 and 4.
The rate of people of working age who are popularized with knowledge about using computers and basic digital skills must reach at least 70% according to regulations. The People's Committee of the commune is organizing information and propaganda on the commune radio system, social network system Facebook, Zalo... about the purpose, meaning, and importance of digital transformation in people's lives and activities. Strive for 100% of households, agencies, organizations, and relic sites to be notified and have digital address signs attached to each specific address.
Production organization and rural economic development are important criteria in increasing people's income, which have not been achieved so far. The requirement for concentrated raw material areas is that the commune's main agricultural products must be assigned a region code. Currently, the Agricultural Service Center of Quang Dien district is coordinating with localities and relevant agencies to carry out procedures for granting region codes for pennywort raw material areas in the commune...
