Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue stated that, implementing Resolution No. 96/2023/QH15 on the vote of confidence, in the past time, the National Assembly Standing Committee has actively deployed work contents in the spirit of Resolution No. 96, promulgating and implementing a plan to organize the vote of confidence. Up to now, the Delegation Work Committee has sent to the delegates general reports on the work results of those who were voted on, according to the provisions of the Resolution.
The National Assembly Chairman emphasized that the vote of confidence aims to improve the effectiveness and efficiency of the National Assembly's supervisory activities, improve the quality and efficiency of the state apparatus, contribute to assessing the prestige and results of the implementation of assigned tasks and powers of the person subject to the vote of confidence, and help the positions elected and approved by the National Assembly see their level of trust in order to continue to strive, practice, and improve the quality and efficiency of their work.
At the same time, this is also the basis for competent authorities to consider, plan, train, arrange and use staff. Therefore, this is an important task that needs to be carried out in accordance with strict processes and procedures, ensuring democracy, objectivity, impartiality, openness and transparency.
Presenting the Report on the list of people to be voted on at the 6th Session of the 15th National Assembly, Head of the Delegation Affairs Committee of the National Assembly Standing Committee Nguyen Thi Thanh stated that, according to the provisions of Resolution No. 96/2023/QH15 of the National Assembly dated June 23, 2023, the National Assembly will take a vote of confidence on the following positions: President, Vice President, Chairman of the National Assembly, Vice Chairman of the National Assembly, Member of the National Assembly Standing Committee, Secretary General of the National Assembly, Chairman of the Ethnic Council, Chairmen of the National Assembly Committees, Prime Minister, Deputy Prime Ministers, Ministers, other members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, State Auditor General.
According to the provisions of the Constitution and laws, the total number of people holding positions elected or approved by the National Assembly since the beginning of the term of the 15th National Assembly is 50 positions. Currently, there are 49 people holding positions elected or approved by the National Assembly.
According to the provisions of Clause 5, Article 2 of Resolution 96/2023/QH15, no vote of confidence will be taken for those holding positions specified in Clause 1 and Clause 2, Article 2 who have announced their resignation pending retirement or have been elected or appointed in the year of the vote of confidence. Therefore, there are 5 people elected or approved in 2023 who will not be subject to a vote of confidence, including the following cases: Mr. Vo Van Thuong, President of the Socialist Republic of Vietnam; Mr. Tran Hong Ha, Deputy Prime Minister; Mr. Tran Luu Quang, Deputy Prime Minister; Mr. Dang Quoc Khanh, Minister of Natural Resources and Environment; Mr. Le Quang Manh, Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly.
The National Assembly Standing Committee presented to the National Assembly a list of 44 people to be voted on for confidence at the 6th Session of the 15th National Assembly.

Next, National Assembly Chairman Vuong Dinh Hue said that National Assembly deputies continued to discuss in the Delegation about issues related to the vote of confidence.
The National Assembly then voted to approve the list of people to be voted on using the electronic voting system. With 95.34% of the total number of National Assembly deputies participating in the vote in favor, National Assembly Chairman Vuong Dinh Hue said that the National Assembly unanimously approved the list of people to be voted on.
Tomorrow morning (October 25), the results of the discussion at the delegation will be reported to the National Assembly. The National Assembly established a Ballot Counting Committee and conducted a vote of confidence by secret ballot. In the afternoon of the same day, after the Ballot Counting Committee reported the vote counting results, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong presented a draft Resolution confirming the results of the vote of confidence for those holding positions elected and approved by the National Assembly. The National Assembly voted to pass this resolution.
