On the afternoon of June 24, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Organization of People's Courts and the Law amending and supplementing a number of articles of the Law on Organization of People's Procuracies. These two laws will take effect from July 1.
According to amendments and supplements to a number of articles of the Law on Organization of People's Courts, the organization of the court includes: the Supreme People's Court; People's Courts of provinces and centrally-run cities (collectively referred to as provincial-level People's Courts); Regional People's Courts; Specialized Courts at the International Financial Center (collectively referred to as Specialized Courts); Central Military Court, Military Courts of military regions and equivalent, and Regional Military Courts (collectively referred to as Military Courts).

The number of members of the Supreme People's Court Judicial Council ranges from 23 to 27 (currently 13-17). The criteria and conditions for appointing Supreme People's Court judges are also regulated in the direction of "expanding resources".
Reporting before the National Assembly delegates voted, Chief Justice of the Supreme People's Court Le Minh Tri said there were concerns that expanding the source of Supreme People's Court judges would lower the standards and conditions for appointment and fail to attract high-quality human resources.
But Mr. Tri affirmed the consistent view of the Supreme People's Court that the selection and appointment of Supreme People's Court judges must ensure high and strict standards.
"Although the addition of appointment conditions expands the source, it still ensures that the appointed personnel must be People's Court judges and have other conditions and standards equivalent to or higher than the standards and conditions of current law," Mr. Tri explained.
Chief Justice Le Minh Tri emphasized that the person expected to be appointed as a Supreme People's Court judge will be carefully reviewed and selected by competent authorities.
According to the provisions of the Law amending and supplementing a number of articles of the Law on Organization of the People's Procuracy, the new system of procuracies includes: the Supreme People's Procuracy; provincial and municipal People's Procuracies (called provincial-level People's Procuracies); regional People's Procuracies; and military procuracies at all levels.
The number of prosecutors of the Supreme People's Procuracy shall not exceed 27 (an increase of 8 compared to the current number). The term of office of a prosecutor of the Supreme People's Procuracy shall be calculated from the date of appointment until retirement or transfer to another job.

The Law also amends and supplements regulations related to standards and conditions for appointment to prosecutorial ranks and prosecutorial terms in the direction of not having to take exams to upgrade ranks, only taking one exam to enter the rank of primary prosecutor, intermediate prosecutor or senior prosecutor, then if qualified, will be considered for appointment to a higher rank.
Before the delegates pressed the voting button, Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien reported to clarify the increase in the number of prosecutors of this agency.
Mr. Tien said that the Party Committee of the Supreme People's Procuracy has submitted a report to the Central Committee, the Politburo , and the Secretariat on the Project to continue to arrange and streamline the apparatus of the People's Procuracy in the direction of not organizing at the district level.
This project clearly stated the solution for the organization of the Supreme People's Procuracy: increasing the number of Supreme People's Procuracy prosecutors to the same level as the number of Supreme People's Court judges.
This regulation aims to ensure human resources to perform the tasks of prosecution and trial supervision with the activities of the Supreme People's Court's Judicial Council.
