National Assembly 'finalizes per capita income target of about 4,900 USD in 2025'

According to the passed resolution, the National Assembly resolved to set the target for 2025, the growth rate of gross domestic product (GDP) at about 6.5 - 7% and strive for 7 - 7.5%.

On the afternoon of November 12, with 424/426 National Assembly delegates present in agreement, the resolution on the socio-economic development plan for 2025 was voted to be passed.

Average CPI growth rate is about 4.5%

The National Assembly resolved to increase the gross domestic product (GDP) by about 6.5 - 7% and strive for 7 - 7.5%.

GDP per capita reached about 4,900 USD. The proportion of processing and manufacturing industry in GDP reached about 24.1%.

The average consumer price index (CPI) growth rate is about 4.5%.

Average social labor productivity growth rate is 5.3-5.4%.

The proportion of agricultural labor in the total social labor force reaches 25-26%.

The rate of trained workers is about 70%, of which 29-29.5% have degrees and certificates. The unemployment rate in urban areas is below 4%.

The poverty rate (according to multidimensional poverty standards) decreased by about 0.8-1%.

The number of doctors per 10,000 people is about 15 doctors. The number of hospital beds per 10,000 people is 34.5 hospital beds.

The health insurance participation rate reached 95.15%. The rate of communes meeting new rural standards was about 80.5-81.5%.

The rate of collection and treatment of urban solid waste meeting standards and regulations is 95%. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards is 92%.

Resolutely and effectively implement streamlining and reorganizing the apparatus.

According to the resolution, the National Assembly requested the Government and relevant agencies to properly perform key tasks and solutions.

These include strong and drastic solutions to remove institutions and overcome bottlenecks; further promote the review, supplementation and improvement of institutions, laws, mechanisms and policies in conjunction with improving the effectiveness and efficiency of law enforcement.

Focus on cutting and simplifying administrative procedures and business regulations, creating convenience and reducing costs for people and businesses.

Innovate thinking in law-making in the direction of both ensuring state management requirements and encouraging creativity, liberating all productive forces, and unlocking all resources.

Along with that, in 2025, priority will be given to promoting economic growth, supporting production and business while maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

Strengthen decentralization and delegation of power to localities, enhance the responsibility of leaders; further promote the work of preventing and combating corruption, waste, negativity, and group interests.

Tighten discipline and administrative order associated with inspection, supervision, control of power and resource allocation, and improve enforcement capacity.

In which, resolutely and effectively implement the policy of streamlining and reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies and organizations in the political system and reorganizing the apparatus of public service units of ministries, branches and localities.

At the same time, focus resources, especially financial resources, to complete a synchronous and modern strategic infrastructure system, prioritizing key and important national transport infrastructure projects, expressway systems, high-speed railways, inter-regional projects and large urban infrastructure, and digital transformation infrastructure.

Connecting the expressway system with airports and seaports and deploying high-speed railway and urban railway systems.

Also in 2025, the National Assembly requested to focus on restructuring industries, fields and within industries associated with renewing the growth model towards enhancing the application of science and technology.

Along with that, promoting innovation, improving productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy.

The National Assembly resolution requires focusing on developing high-quality human resources associated with promoting scientific research, technology development and application, promoting innovation, and the start-up and creative movement.

Implement social progress and equity, improve people's material and spiritual life and health; invest in developing cultural industry.

Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.

Strengthening regional connectivity, effectively implementing national, regional and provincial planning; accelerating and improving the quality of urbanization and urban economy...
