In the afternoon, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, National Assembly deputies continued to discuss in the hall about: Approval of the 2021 state budget settlement; Practice of thrift and anti-waste in 2022; Continued implementation of the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022.
Assigning the list and capital levels for tasks and projects under the Socio-Economic Recovery and Development Program; assigning, adjusting and supplementing the medium-term public investment plan of central budget capital for the period 2021-2025 and allocating the central budget capital investment plan for 2023 of the national target program.
After that, the Government member spoke to explain and clarify a number of issues raised by the National Assembly delegates.

At the discussion session, 50 delegates spoke and 6 delegates debated. Many delegates basically agreed with the Government's Report and the Review Report of the National Assembly's Economic Committee, and at the same time assessed that the reports were carefully prepared, covering all areas and frankly acknowledging the remaining problems in the implementation of the socio-economic development plan, clarifying the causes of the socio-economic development situation in 2022 and the first months of 2023.
Many delegates said that the results achieved demonstrated the correct policies of the Party, the decisions of the National Assembly, the efforts of the Government, localities as well as businesses, people and the entire political system in promoting economic development, overcoming and recovering from the pandemic; agreed that compared to the report at the 4th Session of the 15th National Assembly, the results of the implementation of the 2022 socio-economic development plan after additional assessment have had many positive changes.
In addition, delegates focused on discussing solutions to stabilize the micro-economy; major balances of the economy; control inflation, complete the annual growth target of 6.5%; reduce lending interest rates; increase the economy's capital absorption capacity; improve the financial, bond, real estate, and securities markets; restore production, business, and enterprise operations; create jobs, reduce unemployment, etc.
Delegates also discussed to remove current bottlenecks such as: slow approval of planning, slow restructuring of credit institutions associated with bad debt handling; limitations in allocating and disbursing public investment capital; inadequacies in solving issues related to economic development and people's lives such as: social housing, salary policy; vehicle inspection congestion; management of the petroleum market; new regulations on fire prevention and fighting; cross-selling of insurance when reviewing loan applications;
Delegates also highlighted the shortage of medicines and medical supplies; the surplus and shortage of local teachers; vocational education; child care and education; cultural management in cyberspace; the implementation of national target programs in ethnic minority and mountainous areas; the shortage of domestic water and production water in mountainous areas; the State's policies on renewable energy production, etc.
At the discussion session, Minister of Home Affairs Pham Thi Thanh Tra explained and clarified the implementation of administrative reforms, especially administrative procedures, discipline, and civil servant and public service discipline; the causes and solutions for the situation where a number of civil servants avoid and shirk responsibility in performing public duties; and the institutionalization of the policy of protecting cadres who dare to think and dare to act for the common good.
Minister of Health Dao Hong Lan explained and clarified the situation of drug shortage, medical supplies and equipment that has not been completely resolved; the budget arrangement between the Central and local governments in vaccine purchase.
Minister of Construction Nguyen Thanh Nghi explained and clarified fire prevention and fighting standards and regulations; and the implementation of social housing credit packages.
It is expected that on the morning of June 1, the National Assembly will continue to be heated with discussions in the hall on the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023.
