Vietnam Road Administration proposes emergency repairs to National Highway 51

The total cost required to carry out emergency repairs at key locations on the Km1+800 – Km43+190 section of National Highway 51 to ensure traffic safety is 51.6 billion VND.

The Vietnam Road Administration has just requested the Ministry of Transport to consider and approve the preparation of investment in emergency repair works at key locations on the section Km1+800 – Km43+190 of National Highway 51 to ensure traffic safety.

The total cost of repairing the above section of National Highway 51 is estimated at about 51.6 billion VND, expected to be taken from the 2025 Road Maintenance Plan budget.

Vietnam Road Administration said that Road Management Area IV has assigned the contractor to carry out regular management and maintenance work on National Highway 51 through Dong Nai and Ba Ria - Vung Tau provinces from May 17, 2023 to present.

Although the regular maintenance unit has made great efforts to fix it, due to the large amount of damage and insufficient funds for maintenance and emergency repairs, the deterioration and damage on the route has become increasingly serious, especially in the recent period when the weather has been rainy due to the impact of storm No. 4, causing the road surface to continuously develop potholes and ruts.

The traffic safety situation on National Highway 51 has been regularly requested by the People's Committees of Dong Nai Province and Ba Ria-Vung Tau Province to the provincial functional departments such as the Traffic Safety Committee; Traffic Police Department of the two provinces to regularly inspect, report and warn about traffic accidents.

Regarding road surface damage, currently on National Highway 51 there are about 186,000 m2 of damage that need to be repaired; of which the damaged area that needs to be handled immediately to ensure traffic safety is about 97,545 m2 (the section through Dong Nai province is 45,675 m2, the section through Ba Ria - Vung Tau province is 51,870 m2 (the above volume has deducted the volume of the 2024 emergency repair and maintenance project).

Regarding the traffic safety system on the route, the Vietnam Road Administration said that currently on National Highway 51 there are 6,970 m2 of worn painted lines (including lines 2.1, 2.2, 7.3, 9.3,...) of which the section through Dong Nai province is about 4,705 m2, the section through Ba Ria - Vung Tau province is about 2,265 m2.

Previously, the Ministry of Transport also requested the Vietnam Road Administration and the Department of Transport of Ba Ria - Vung Tau to repair the road surface of National Highway 51 through Ba Ria - Vung Tau province.

Specifically, the Ministry of Transport requested the Vietnam Road Administration to preside over and coordinate with relevant agencies to organize on-site inspections, propose appropriate and regulated solutions to ensure traffic safety and stability and sustainability of the project; and promptly implement the National Highway 51 repair projects approved by the Ministry of Transport.

Vietnam Road Administration is assigned to direct Road Management Area IV and the Maintenance Contractor to regularly strengthen the work of patching potholes, clearing drainage systems, implementing warnings and necessary solutions to ensure safety for people and vehicles traveling on the route.

According to the Department of Transport of Ba Ria - Vung Tau, National Highway 51 passing through the province has been seriously damaged, leading to traffic insecurity and frequent traffic accidents on National Highway 51.

Meanwhile, the road surface repair work of the Vietnam Road Administration in 2024 will only repair up to Km42+700, the repair plan in 2025 will repair the road surface up to Km46+580 with a very low budget, only ensuring pothole patching. The remaining section from Km46+580-Km73+600 has no repair plan in 2024 and 2025.

According to the Department of Transport of Ba Ria - Vung Tau, the damage to National Highway 51 does not ensure traffic safety because the road surface is damaged, sinking, sagging, and losing its flatness. The asphalt concrete layer used for over 20 years has aged, so patching local potholes with a very small volume cannot solve the above problem.

Therefore, the Department of Transport of Ba Ria - Vung Tau province requested the Ministry of Transport to conduct a field survey to have a plan to comprehensively repair the road surface in a timely manner to ensure traffic safety.
