Kinhtedothi - Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee for reviewing and removing difficulties and obstacles related to projects has just signed Decision No. 123/QD-BCĐ dated October 30, 2024 promulgating the Regulations on organization and operation of this Steering Committee.


The Steering Committee for reviewing and removing difficulties and obstacles related to projects is an inter-sectoral coordination organization that helps the Prime Minister research, direct, and coordinate the resolution of important, inter-sectoral tasks to remove difficulties and obstacles for projects. The Regulations stipulate the working principles, tasks and powers, working regime and working relations of the Steering Committee on reviewing and removing difficulties and obstacles related to the project (hereinafter referred to as the Steering Committee).

Accordingly, the Steering Committee operates according to the principle of democratic centralism, promoting the responsibility of the leader and promoting the collective intelligence of its members; ensuring the requirements of close coordination and unity in direction, management and information exchange to resolve work according to the functions, tasks and powers of member agencies as prescribed by law.

Members of the Steering Committee shall promote personal responsibility in the activities of the Steering Committee and in performing assigned tasks and powers; handle work in accordance with assigned authority and responsibilities, in accordance with the order and procedures prescribed by law and the provisions of this Regulation.

Steering Committee members are responsible for fully participating in the activities of the Steering Committee; performing and being responsible to the Head of the Steering Committee for assigned tasks.

The Steering Committee works in forms such as organizing regular meetings, extraordinary meetings, conferences (in person or online), organizing working delegations at ministries, branches, and localities and giving opinions in writing.

The regulations clearly state the responsibilities and powers of the members of the Steering Committee.

Specifically, the Head of the Steering Committee leads, directs, and manages all activities of the Steering Committee; assigns specific tasks and responsibilities to each member of the Steering Committee. Directs the organization of working groups, urges ministries, branches, and localities to implement tasks and solutions to remove difficulties and obstacles related to the projects.

The Head of the Steering Committee convenes, chairs, and concludes meetings and work of the Steering Committee to decide on issues within the duties and powers of the Steering Committee; for issues beyond the authority of the Prime Minister, he directs ministries and agencies to research and report to the Prime Minister for submission to competent authorities for consideration and decision.

The Deputy Head of the Steering Committee assists the Head of the Steering Committee in coordinating the activities of the Steering Committee; reviews and resolves the regular work of the Steering Committee; on behalf of the Head of the Steering Committee, presides over and coordinates the general activities of the Steering Committee when authorized by the Head of the Steering Committee. Advises and assists the Head of the Steering Committee in organizing working groups with ministries, central and local agencies to survey, research, synthesize, and classify projects facing difficulties according to each group of problems; advises the Head of the Steering Committee to assign members of the Steering Committee or reports to the Prime Minister to assign ministries, branches, and localities to study, identify the causes of difficulties, and propose solutions for each group of problems.

The members of the Steering Committee organize the implementation and are responsible to the Head of the Steering Committee for the plans, programs, tasks and results of assigned tasks. Participate in the direction and coordination between ministries, branches and localities in reviewing and removing difficulties and obstacles for projects; direct research to remove and guide ministries, branches and localities on groups of issues within the scope of functions and management tasks of their ministries and agencies. Propose and recommend to the Steering Committee policies, strategies and solutions to implement the tasks and powers of the Steering Committee.

The Ministry of Planning and Investment is the standing agency of the Steering Committee , performing the task of advising on the development of the Steering Committee's working plan with ministries, branches, localities and related subjects to survey, review and synthesize stuck projects; classify problem groups and expect Steering Committee members to research, propose solutions, advise the Head of the Steering Committee to report to the Prime Minister to direct ministries, branches and localities to research and propose for problem groups not within the scope of ministries and agencies managed by Steering Committee members.

* Previously, Prime Minister Pham Minh Chinh signed Decision No. 1250/QD-TTg dated October 23, 2024 to establish a Steering Committee to review and remove difficulties and obstacles related to projects.

The Steering Committee is an inter-sectoral coordination organization that helps the Prime Minister research, direct, and coordinate the resolution of important, inter-sectoral tasks to remove difficulties and obstacles for projects.

The Steering Committee has the duty and authority to research and propose to the Prime Minister directions and solutions to resolve important, inter-sectoral issues in order to remove difficulties and obstacles related to projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital and other capital sources (if any).

At the same time, assist the Prime Minister in directing, inspecting, coordinating and urging relevant ministries, branches and localities to implement:

Review and summarize difficulties and problems related to projects under assigned state management scope, identify causes of difficulties and problems and propose solutions; direct ministries and agencies to guide solutions according to their authority.

Synthesize difficulties and problems related to projects according to specific groups of issues, determine the handling authority of relevant levels, report to the Prime Minister for consideration, and allow the Government to issue a Resolution to guide ministries, agencies and localities to resolve each specific group of issues under the authority of the Government, Prime Minister, ministries, central agencies and localities; advise the Prime Minister to report to competent authorities for groups of issues beyond their authority.

Direct, urge, inspect, and synthesize the settlement and removal of difficulties and obstacles related to projects under the authority of ministries, central and local agencies; report to the Prime Minister on newly arising issues (if any).

Review, direct the amendment, supplementation and completion of relevant legal mechanisms and policies under the authority of the Government, Prime Minister, ministries, branches and localities, and report to competent authorities on issues beyond their authority.
