In the 2024-2025 school year, my school limited the total number of Emulation Fighters and commendations to 30%. The school's Board of Directors said that, based on the Law on Emulation and Commendation, a collective achieving the title of Advanced Worker must have at least 70% of individuals in the collective achieving the title of "Advanced Worker" and no individual being disciplined from the form of warning or higher.

Therefore, to achieve the target of 70% of Advanced Workers, it means that only the remaining 30% is reserved for the title of Emulation Fighter and other levels of commendation. At Point c, Clause 2, Article 28 of the Law on Emulation and Commendation, one of the criteria for considering the title "Advanced Labor Collective" is: "At least 70% of individuals in the collective have achieved the title "Advanced Labor" and no individual has been disciplined from the form of warning or higher"; it does not stipulate that the remaining 30% is reserved for the title of Emulation Fighter and other levels of commendation.

The 2022 Law on Emulation and Commendation does not stipulate the rate of consideration for awarding emulation titles and forms of commendation and does not assign ministries, departments, branches, provinces, agencies and units to prescribe the rate of consideration for awarding emulation titles and forms of commendation; consideration for emulation titles and forms of commendation must be based on the standards prescribed by the Law on Emulation and Commendation and the practical situation when considering awarding emulation titles and forms of commendation, ensuring compliance with the provisions of law.
