Under new guidelines from the Ministry of Public Security , individuals and organizations are no longer required to register their vehicles at a fixed location. Instead, people are free to choose between the Traffic Police Department (CSGT) or any commune-level police headquarters within the province or city where they live or are headquartered.
This marks an important step forward in modernizing public services, helping to save time and travel costs for people.

The new regulations apply to the registration of vehicles including cars, motorbikes and special-purpose motorbikes. However, there are some special cases that still have to follow separate procedures.
Specifically, vehicles originating from confiscation must be registered at the Traffic Police Department, and the policy of flexible location selection does not apply.
In the context of administrative restructuring, some localities are undergoing the process of merging and splitting. For communes with a part of their area being separated or merged to form a new administrative unit, the Traffic Police Department will take charge of vehicle registration during the transition period, until the completion of updating population data.

Another notable point is the handling of license plate symbols in localities after the merger. Provinces and cities formed from the merger will inherit all license plate symbols of the previous administrative units.
The license plate issuance principle will prioritize local symbols that retain their names after the merger. For example, Hung Yen province continues to use symbol 89, Ninh Binh retains 35, Dong Thap maintains 66. Only An Giang province is allocated a new symbol 68.
Once all priority symbols have been granted, the system will automatically move on to granting the remaining symbols in order from low to high.

This flexible vehicle registration policy is part of the Ministry of Public Security’s comprehensive administrative reform strategy. It not only brings convenience to the people but also demonstrates a decentralization trend, creating conditions for grassroots police agencies to participate more deeply in serving the people.
With this change, people can save a significant amount of time and money, while reducing the burden on the Traffic Police Department, creating a more efficient and convenient public service system.
