New regulations on standards and norms for using office premises

According to Decree No. 155/2025/ND-CP stipulating standards and norms for the use of office premises, Heads of Departments, Deputy Heads of Departments, Boards, Agencies and equivalent at the commune level are allocated a maximum of 20 m2/person.

The Government issued Decree No. 155/2025/ND-CP dated June 16, 2025 stipulating standards and norms for the use of offices and public service facilities.

Principles of applying standards and norms

The Decree stipulates the principles for applying standards and norms for the use of working offices and public service facilities as follows: the standards and norms for the use of working offices and public service facilities prescribed in this Decree are used as one of the bases for planning and budget estimates; assigning, investing in construction, purchasing, renting, managing, using and handling working offices and public service facilities.

Standards and norms for using working area for each position are determined according to each position and job title.

In case a person holds many titles or positions, the highest standard is applied.

Alternate Central Party Committee members holding any position shall be subject to the standards and norms for using working area according to their current position.

For titles and positions in agencies, organizations and units not specifically prescribed in this Decree, the standards and norms shall be determined based on the regulations of the competent agency or person on the title and position being equivalent to any title and position prescribed in this Decree or the equivalent title and position shall be determined according to the position salary level or position allowance coefficient equivalent to the titles and positions prescribed in this Decree.

The working area serving the work of the positions, the common use area, the specialized area, the area of ​​the public works specified in this Decree is the area calculated according to the clear dimensions as prescribed by law, not including stairs, elevators, emergency exits, ramps, garage area, surrounding wall area, walls dividing the working rooms, floor area with columns, technical boxes and technical box walls (if any) inside the working room.

The working room prescribed in this Decree is the working room according to the design of the working headquarters and career operation facilities (not the room according to the organizational structure of the agency, organization or unit).

For existing working headquarters and public service establishments that are being managed, used, or transferred, transferred, or handled after merger, consolidation, separation, dissolution, or termination of operations, the agency, organization, or unit that is managing, using, or receiving the working headquarters and public service establishments shall manage and use the area according to the standards and norms prescribed in this Decree.

For areas larger than the standards and norms (if any), the competent authority or person shall decide to assign or transfer the areas as prescribed in the law on management and use of public assets to another agency, organization or unit for management and use if it is consistent with the standards, norms and needs of that agency, organization or unit; during the period when the competent authority or person has not yet assigned or transferred the areas to another agency, organization or unit, the agency, organization or unit currently managing or using them or the agency, organization or unit receiving the assets shall be responsible for managing, preserving and protecting these areas.

In case there is no suitable agency, organization or unit to assign or transfer, the agency or person with authority to assign or transfer as prescribed in the law on management and use of public assets shall decide to assign or transfer to the agency, organization or unit currently managing or using it, or the agency, organization or unit receiving the office or public service facility for management and use to ensure savings and efficiency.

Standards and norms for using office premises of agencies and organizations

The Decree stipulates the area of ​​the working premises of the office headquarters, including the following types of areas: working areas serving the work of the positions; common use areas; specialized areas. Regarding the working areas serving the work of the positions, the Decree stipulates the standards and norms for using working areas serving the work of the positions at the central and local levels, which are specified in Appendix I and Appendix II attached to this Decree.

The Decree stipulates the Heads, Deputy Heads of Departments and equivalents of agencies and units under the Party's departments and agencies; ministries, branches, ministerial-level agencies; agencies under the Government; the Vietnam Fatherland Front at the Central level; Heads, Deputy Heads of Departments, Faculties and equivalents under academies under the Ho Chi Minh National Academy of Politics ; the National Political Publishing House Truth; agencies and units under the Vietnam National University, Hanoi, the Vietnam National University, Ho Chi Minh City; Deputy Secretaries of the Party Committees at the commune level and equivalents; Chairmen of the People's Councils and People's Committees at the commune level; Vice Chairmen of the People's Councils and Vice Chairmen of the People's Committees at the commune level; Chairmen of the Fatherland Front Committees at the commune level; Heads, Deputy Heads of Departments and equivalents of departments and agencies under the provincial and municipal Party Committees, offices of the People's Councils and People's Committees of provinces and cities; Heads, Deputy Heads of Departments and equivalents of departments, agencies, departments and branches at the provincial level; Senior experts, chief experts and equivalent positions; senior experts, chief experts and equivalent positions of departments, agencies, boards and branches at provincial and communal levels and equivalent positions and positions are arranged a maximum of 20 m2/person.

Heads of departments, deputy heads of departments, boards, agencies and equivalents at commune level are allocated a maximum of 20 m2/person.

Specialists and equivalent positions (including commune-level civil servants) are allocated a maximum of 15 m2/person.

Individuals signing labor contracts according to Government regulations on contracts for certain types of work in administrative agencies and public service units are allocated a maximum of 10 m2/person.

The Decree clearly states that the total working area serving the work of each position is determined based on the number of staff or number of employees assigned and approved by competent authorities or according to the work position plan approved by competent agencies or individuals and the number of employees of the unit signing an indefinite-term labor contract decided by competent agencies or individuals according to the provisions of law or the staff orientation and number of employees determined in the development orientation of the industry or field approved by competent agencies or individuals (if any) at the time of determining standards and norms.

Based on the design and current status of the office, the Head of the agency or organization decides to arrange specific working areas for each position to suit the actual situation, which may be higher or lower than the area according to the prescribed standards and norms, but ensures that the total area arranged for each position does not exceed the total working area determined according to regulations.

Standards and norms for using the unit's career facilities

The Decree stipulates the area of ​​working houses and public facilities belonging to public facilities, including: working area serving the work of each position; prescribed common use area; public facilities area.

The Decree stipulates standards and norms for working areas serving the work of positions in public service units' public service establishments similar to the above agencies and organizations.

For positions working in a number of fields such as lecturers, teachers, doctors, nurses, technicians, caregivers, scientists and a number of other positions of the unit, the working area of ​​these positions is arranged in accordance with the nature of the work in the area of ​​the public works or the working area serving the work of the positions specified above.

The Decree stipulates the area of ​​public works including: 1- Area of ​​public works in the fields of health, education and training; 2- Area of ​​public works other than the area of ​​public works specified in 1, including: area of ​​public works in the fields of culture, sports and tourism, information, communication, science, technology and innovation, diplomacy, agriculture and environment and other fields.

This Decree takes effect from July 1, 2025./.
