These draft laws and resolutions include: the Law amending and supplementing a number of articles of the Law on Prevention and Combat of Corruption; the Law amending and supplementing a number of articles of the Law on Receiving Citizens' Petitions, the Law on Complaints, and the Law on Denunciations; the Law amending and supplementing a number of articles of the Law on Urban and Rural Planning; the Law on Construction (amended); the draft Resolution of the National Assembly on special mechanisms and policies to implement Resolution No. 59-NQ/TW, dated January 24, 2025, of the Politburo on international integration in the new situation; the Law on Tax Management (amended); the Law amending and supplementing a number of articles of the Law on Public Debt Management; the Law amending and supplementing a number of articles of the Law on Insurance Business; the Law amending and supplementing a number of articles of the Law on Statistics; the Law amending and supplementing a number of articles of the Law on Prices; and the Law on Investment (amended).

The 10th session of the 15th National Assembly will take place in October 2025. This is the final session of the National Assembly's term and is expected to consider and approve the largest number of draft laws and resolutions ever in a single session.
Accordingly, the Government is expected to submit approximately 120 dossiers and documents to the National Assembly, including 50 draft laws and resolutions, 24 reports presented in the Assembly Hall, and 44 work reports sent to National Assembly deputies for review; covering many important and urgent issues related to all aspects of socio-economic life.
Speaking at the session, Prime Minister Pham Minh Chinh emphasized that institutional reform is one of the three strategic breakthroughs, a central, continuous, and ongoing task, and a breakthrough within breakthroughs; when institutions still have bottlenecks and obstacles, these must be removed to unlock resources for development and serve rapid and sustainable growth.
The Prime Minister stated that, during recent working sessions of the Politburo with the Party Committee of the Government and the Party Committee of the National Assembly on preparations for the Party Congresses of the two Party Committees, General Secretary To Lam continued to emphasize the need for innovative thinking in lawmaking, determined to transform institutions and laws from bottlenecks into competitive advantages, making lawmaking a "breakthrough of breakthroughs," removing bottlenecks and barriers, shifting from management to development-creating and service-oriented approaches, with the people and businesses at the center, mobilizing and unlocking resources for development.
The Prime Minister requested that ministers and heads of ministerial-level agencies focus their intellect, time, effort, and experience on the work of drafting laws and perfecting institutions in the spirit of innovative thinking, methodology, methods, and approaches.
Furthermore, it is essential to adhere closely to reality, starting from practical situations to address practical issues that are not yet regulated by law or where existing laws are no longer relevant. In the process of integration, it is necessary to harmonize Vietnamese law with international law and practices, and to comply with Vietnam's international commitments.

The head of the government outlined 11 issues that the government considered and commented on in this meeting, aiming to improve the legal framework and enhance the effectiveness and efficiency of state management in several important areas.
The draft laws will promptly address difficulties, obstacles, and legal barriers, creating a transparent and favorable business environment, attracting investment, and protecting the rights of citizens and businesses; tightening discipline and order, improving mechanisms for preventing, detecting, and handling corruption, and enhancing transparency in public service activities and the management of assets and income of officials and civil servants. At the same time, they will create a legal basis to ensure and implement citizens' rights in complaints and denunciations; and create special mechanisms and policies for Vietnam to actively and proactively integrate into the international community.
The Prime Minister requested that members of the Government and delegates continue to demonstrate their intellect and sense of responsibility, presenting reports and opinions concisely and directly addressing the issues when discussing draft laws, ensuring six clear points: "clear person, clear task, clear responsibility, clear progress, clear results, clear authority," focusing on important issues where differing opinions remain and require further discussion and consultation with the Government.
Furthermore, we must continue to promote the application of science and technology, artificial intelligence (AI), and pay close attention to listening to and incorporating the opinions of the people, stakeholders, experts, and scientists with a "rush and queue" spirit to finalize the dossiers, draft laws, and resolutions submitted to the National Assembly, ensuring both progress and quality.
