Need to simplify licensing process for drones
The majority of National Assembly deputies said that the Standing Committee of the National Defense and Security Committee chaired and closely coordinated with the Drafting Committee of the People's Air Defense Law and relevant agencies to urgently focus on research; organized many meetings to absorb and revise; and explained opinions to ensure full political , legal and practical bases.
However, through studying the draft Law, National Assembly Delegate Thach Phuoc Binh ( Tra Vinh ) said that Chapter 4 on the management of unmanned aircraft currently does not meet practical requirements.
That is, the licensing process for unmanned aerial vehicles is still quite complicated, especially for unmanned aerial vehicles used for civil, commercial or recreational purposes. According to delegate Thach Phuoc Binh, this can delay business activities or research related to unmanned aircraft.
On the other hand, the management of unmanned aerial vehicles currently lacks a centralized, synchronized database, making it difficult to monitor, license and track these activities.
Therefore, delegate Thach Phuoc Binh suggested that it is advisable to add regulations to simplify the licensing process, especially for drones with clear and low-risk purposes, such as filming, photography, etc. At the same time, build a centralized database system that allows management agencies and users to register, look up and manage drones quickly and effectively.
Ensuring uniformity in regulations on drone equipment
Regarding the provisions in Clause 1, Article 26 of the draft Law, organizations and enterprises licensed to trade in unmanned aircraft, flying vehicles and related equipment are allowed to import, export, temporarily import for re-export, temporarily export for re-import unmanned aircraft, flying vehicles and related equipment.
National Assembly Deputy Nguyen Truong Giang (Dak Nong) said that Clause 3, Article 27 of the draft Law only regulates the granting of licenses to organizations and individuals to trade in unmanned aircraft and flying vehicles, but does not regulate the granting of licenses to trade in equipment and devices as stipulated in Clause 1, Article 26.
Thus, the issue is to set up a regulation for the business of unmanned aircraft, where the flying vehicle is licensed, but the equipment and devices of that vehicle are not licensed. Pointing out this inadequacy, delegate Nguyen Truong Giang suggested that it is necessary to study to ensure consistency in the draft Law.
Sharing the same view, National Assembly member Thach Phuoc Binh (Tra Vinh) said that the classification of drones based on purpose of use, size, weight and operational capacity in Article 26 is still unclear, leading to possible confusion, review and management difficulties. Meanwhile, the technical standards applied to drones may not keep up with the rapid development of technology, leading to inappropriate application of these regulations.
Therefore, delegate Thach Phuoc Binh suggested that it is necessary to update and specify in the draft Law the classifications of drones including civil drones, military drones, commercial and recreational drones so that these regulations can be applied in more detail and clearly. At the same time, adjust and update technical standards to ensure compliance with new advances in drone technology.
