I was recruited as a civil servant in the Education sector in September 2020. I am currently an English teacher at a public high school. Before being recruited, I taught at a non-public high school and paid compulsory social insurance for 11 years and 6 months.
May I ask, according to Decree No. 77/2021/ND-CP, am I entitled to receive a seniority allowance as a teacher right from the time I am recruited and appointed to the industry? If so, what percentage of my seniority allowance is now? Le Hoang Anh (hoanganh***@gmail.com)

The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government . Accordingly, the period for calculating the seniority allowance for teachers includes the time of teaching and education with compulsory social insurance contributions in public educational institutions (or non-public institutions if the employee is subject to compulsory social insurance participation according to the provisions of the law on labor and education).
For teachers who have been teaching and educating for 5 years (60 months) and have paid compulsory social insurance, they will receive a seniority allowance equal to 5% of their current salary, plus a leadership position allowance and a seniority allowance exceeding the framework (if any). From the 6th year onwards, each year will be calculated with an additional 1%.
According to your letter, you were recruited as a civil servant in the Education sector in September 2020. However, before that, you had a teaching contract at a non-public school and paid compulsory social insurance for 11 years and 6 months. Based on current regulations, this time is accumulated to be considered for seniority allowance.
When appointed to the professional title of teacher, excluding probationary period, if you have 5 consecutive (or cumulative) years of teaching, you are eligible for seniority allowance for teachers.
