After more than 3 years of delay, the Prime Minister recently approved the Power Plan VIII. In which, Dong Nai has 3 large-scale renewable energy (RE) projects.

Being included in the list of prioritized and considered projects will help investors shorten the time and the province will soon have more green energy sources on site.

In mid-May 2023, the Prime Minister signed and issued Decision No. 500/QD-TTg approving the national power development plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII). The new point in this plan is to prioritize the development, exploitation and use of renewable energy sources for production and daily life.
In the list of solar power projects implemented during the planning period, if implemented in the form of self-production and self-consumption, the province has 2 projects in Vinh Cuu District: Tri An Solar Power, capacity of 101MW (invested by Vietnam Electricity Group) and KN Tri An Floating Solar Power, capacity of 928MW (invested by KN Cam Ranh Group, Khanh Hoa ). In the group of waste-to-energy projects, there is the Waste-to-Electricity Treatment Plant project in Quang Trung Commune (Thong Nhat District) with a phase 1 capacity of 3.42MW and other waste-to-energy projects with a capacity of 149MW.
Deputy Director of the Department of Industry and Trade Thai Thanh Phong shared that being included in the project list of the Power Plan VIII will help investors reduce the time to carry out steps such as: preparing documents for the Department of Industry and Trade to appraise, submitting to the Provincial People's Committee for consideration, and recommending the Prime Minister for approval. Other procedures such as environmental impact assessment reports and power purchase contracts are also more convenient.
“Previously approved renewable energy projects (including those not yet implemented) are still valid. For renewable energy projects listed in the Power Plan VIII, investors will carry out procedures to implement them,” Mr. Phong shared.
General Director of Sonadezi Service Joint Stock Company Le Thi Giang said that in 2021, the waste-to-energy plant project in Quang Trung commune was proposed by the Provincial People's Committee to the Ministry of Industry and Trade and the Prime Minister for consideration. However, at that time, the adjusted Power Plan VII expired and Power Plan VIII had not been approved. Now that it has been approved, the company will implement it.
According to the plan, the project has a total investment of more than 27 million USD, divided into 3 phases. In which, phase 1 processes 150 tons of waste/day, generating more than 3.4 MW of electricity. Phase 2 and 3, depending on the economic efficiency that phase 1 brings, will decide on investment.

In the Power Plan VIII, in addition to the named projects, the Government also approved specific targets for each type: wind power, solar power, biomass power... to achieve the target of 39% renewable energy by 2030 and more than 70% by 2050.

The proposed solution is to implement projects according to approved planning. Develop rooftop solar power projects to serve on-site, not to transmit to the national grid system in office buildings and private houses, reaching 50% by 2030. Do not limit the capacity of production facilities to develop self-produced and self-consumed renewable energy.
According to the Department of Industry and Trade, the "open" point of the Power Plan VIII is that based on the development targets for each type of renewable energy, the Ministry of Industry and Trade will allocate targets to localities. On that basis, localities consider the location and proposed projects to implement. For example, for waste-to-energy, Dong Nai is allocated nearly 160MW. Thus, in addition to the approved waste-to-energy plant in Quang Trung commune, the province will consider the investor's proposal, recommend the Ministry of Industry and Trade the project, capacity, and actual time of the projects in the "package" to be allocated without having to wait for additional planning.
In terms of potential and demand, Dong Nai has advantages in developing solar power (rooftop, ground, water surface), biomass power (waste, wastewater) and hydropower. Recently, many businesses and production facilities have proposed projects, but due to many regulations, the Power Plan VIII has not been approved so it has not been implemented.
At the meeting with representatives of Vietnam Electricity Group on May 24, 2023, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that many businesses in the province are in need of developing renewable energy. Dong Nai proposed that Vietnam Electricity Group propose and work with ministries and branches to unify conditions and procedures for rooftop solar power projects that do not generate electricity to the grid. This is to reduce electricity costs, meet the criteria for using green energy of businesses, and at the same time help the province and the electricity industry reduce pressure on grid infrastructure investment and electricity supply.
