Human right to the elimination of racial discrimination

Accordingly, human rights declare that all human beings are born free and equal in dignity and rights, and that everyone is entitled to all the rights and freedoms set forth in the Declaration, without distinction of any kind, in particular as to race, colour or national origin, all are equal before the law, and are entitled to equal protection of the law against any discrimination and against any incitement to discrimination.

By adopting all necessary measures to eliminate racial discrimination in all its forms and to prevent and combat racist theories and practices, with a view to promoting understanding between peoples and to building an international community free from all racial discrimination or divisions. States condemn racial discrimination and undertake to pursue by all necessary means and without delay a policy of eliminating racial discrimination in all its forms and promoting understanding between all races. Where appropriate, special and concrete measures shall be taken in the economic , social, cultural and other fields to ensure the adequate development and protection of certain racial groups or individuals belonging to them, with a view to ensuring their full and equal enjoyment of human rights and fundamental freedoms. Such measures shall in no case result in the maintenance of inequalities or of separate rights for different racial groups after the purpose for which they were taken has been achieved. In particular condemns racial discrimination and apartheid, and undertakes to suppress, prohibit and eradicate all practices of that nature in the territories under its jurisdiction, together with all propaganda and all organizations based on ideas or theories of the superiority of a race or of a group of people of the same colour or ethnic origin, or which attempt to justify or encourage racial hatred or discrimination of any kind, and undertakes to adopt prompt and effective measures to eradicate all incitement to such discrimination, taking into account, to this end, the principles set forth in the Universal Declaration of Human Rights and the rights provided for therein. Declare that all acts of spreading ideas based on racial superiority or hatred, inciting racial discrimination, as well as all acts of violence or incitement to acts of violence against any race or group of people of different skin color or ethnic origin are crimes and shall be punishable by law; and that the same applies to any form of support, including financial support, for racist activities.
