On July 2, after discovering that Ms. Pham Thi Kim in Dong Than village had arbitrarily dumped soil and construction waste on land managed by the People's Committee of Hoan Long commune, the People's Committee of the commune drew up a record of administrative violations and requested Ms. Kim to voluntarily clear and transport construction materials out of the land.
Then, on July 7, the working group of Hoan Long commune discovered that Ms. Do Thi Ly's household in Nghia Tru commune had illegally poured concrete on the irrigation corridor in Trang Vu village, Hoan Long commune with an area of about 180 square meters. After the discovery, the working group disseminated policies and laws on violations to Ms. Ly's family and organized the demolition of all illegal constructions.
Mr. Vu Minh Chang, Deputy Head of Economic Department of Hoan Long commune shared: Hoan Long Commune People's Committee has completed the handling documents and mobilized forces to dismantle all illegal constructions in accordance with the law. At the same time, the commune has increased inspection and supervision of the area to prevent violations and re-violations. The commune's viewpoint in land management is to focus, be active, and proactive in detecting and handling violations right from the start. Resolutely and decisively handling these violations not only prevents specific violations but also demonstrates the close adherence to the grassroots of the new commune-level government apparatus and the determination and resoluteness in handling land violations.
Similarly, in Nguyen Van Linh commune, On July 2, the working group of the commune discovered that in Bau field, Ong Hao village, 2 households were constructing illegal structures. One of the structures was a wall built on land managed by the commune People's Committee and the other was a house foundation built on agricultural land assigned to households and individuals. Immediately after the discovery, the working group propagated, mobilized, and requested the families to voluntarily dismantle the illegal structures.
Mr. Van Duc Toan, Party Cell Secretary, Head of Ong Hao Village said: To strengthen land management, the Party Cell and village leaders have assigned comrades in the Party Cell, village leadership, sectors and organizations to strengthen on-site inspections in the assigned areas to promptly detect violations. After detection, immediately report to the leaders of the Commune People's Committee to have a plan to propagate, mobilize and handle violations according to the provisions of law.
In many other localities in the province, immediately after operating the new commune-level government apparatus, communes and wards organized inspection and control activities and launched actions to handle violations of land, traffic corridors, and irrigation. Land violations are always a hot and pressing issue among the people. Many illegal constructions from previous periods have not been completely handled because the constructions have existed for many years, closely linked to the lives of households, so they have encountered difficulties and obstacles in clearance and enforcement. Early detection, handling and prevention of violations right after the new government comes into operation not only demonstrates the government's determination to deal with violations that have occurred, but also promptly prevents the exploitation of the time of arranging administrative units and operating the newly established commune-level government apparatus to commit violations. This will limit the situation of "racing" to violate the land sector, causing resentment among the people as has happened in many localities before.
