Well perform the tasks of budget revenue and expenditure, disbursement of public investment capital

According to the report from the Department of Finance, the local budget revenue by December 31, 2024 reached over VND 4,348.1 billion, reaching 112.6% of the estimate assigned by the Provincial People's Council in 2024. Of which, domestic revenue was over VND 4,039.8 billion, reaching 106.3%. Local budget expenditure by the end of December 31 was over VND 15,737.4 billion, equal to 116.7% of the plan assigned by the Provincial People's Council in 2024.

By December 31, 2024, the province's public investment disbursement value in 2024 reached over VND 4,294.8 billion, equivalent to 68.6% of the plan. With this disbursement result, the province is among the provinces with a fairly good disbursement level in the country. However, the set target has not been achieved.

Comrade Nguyen Van Son, Chairman of the Provincial People's Committee requested: The budget collection results are important achievements, creating a foundation for developing revenue sources in the following years. However, in 2024, there are still 2 districts whose revenue has not met the set plan. The task in 2025 is very heavy, the total budget revenue in the province is 5,455 billion VND. To carry out this task, the Tax sector must closely follow the task to advise the Provincial People's Committee on management solutions; coordinate well with the sectors to effectively collect the budget. Regarding budget expenditure, the Department of Finance advises the Provincial People's Committee to balance expenditures correctly and sufficiently, pay attention to policy beneficiaries and issues related to social security.

Regarding public investment, the Chairman of the Provincial People's Committee requested: Investors and localities strictly implement Directive 05 of the Chairman of the Provincial People's Committee on administrative discipline and responsibility for performing public duties. Before January 10, the Department of Natural Resources and Environment was the Team Leader to remove obstacles related to forestry land 327, 661; site clearance for the Tuyen Quang - Ha Giang expressway project in Ham Yen. The Department of Finance urgently arranged capital for site clearance for the Tuyen Quang - Ha Giang expressway in Tuyen Quang city and Yen Son district. The Department of Planning and Investment took the lead in disbursing public investment capital, requiring investors to disburse from the first days of the year, reporting to the Provincial People's Committee once every 15 days.

Urgently implement the Emergency Project to arrange and stabilize residents

The urgent project to arrange and stabilize concentrated residents in disaster areas affected by storm No. 3 in the districts of Yen Son, Chiem Hoa, Na Hang, Lam Binh, Son Duong includes 7 projects, of which 5 projects have achieved and exceeded the schedule, including: Project to arrange concentrated residents in Ban Lan village, Son Phu commune (Na Hang); Project to relocate people in landslide areas in Na Ngan village, Yen Lap commune (Chiem Hoa); Project to stabilize concentrated residential areas in Ban Pinh village, Trung Minh commune and Project to relocate concentrated residents to form new residential areas in Dan Khao village, Chieu Yen commune (Yen Son); Project to urgently relocate people out of landslide areas in Doan Ket village, Khang Nhat commune (Son Duong). Up to now, the projects are being accelerated for implementation.

There are 2 projects being implemented: Project to relocate people in landslide area of Khuan Ngoai, Pac Hop village, Linh Phu commune (Chiem Hoa); Project to relocate people to form a new residential area in Na Tong village, Thuong Lam commune (Lam Binh).

The Chairman of the Provincial People's Committee emphasized that this is a very important task, serving to stabilize the lives of people affected by natural disasters. Therefore, he proposed to implement the spirit of 4 on-site, proactively solving existing difficulties and problems.

Departments and branches support Chiem Hoa district to accelerate site clearance and construction of resettlement areas; Department of Agriculture and Rural Development reviews infrastructure works that need to be built; related departments and branches coordinate with Lam Binh district to report to the Provincial People's Committee before January 20, determined to implement to stabilize people's lives.
