Resolutely handle the slow disbursement of public investment capital

(Chinhphu.vn) - On the afternoon of September 10, Deputy Prime Minister Mai Van Chinh, Head of Working Group No. 8, chaired a meeting to urge and remove obstacles in the disbursement of public investment capital at 6 ministries and central agencies. The Deputy Prime Minister emphasized that the disbursement rate is still very low and pointed out subjective causes, while requesting drastic actions in the last months of the year.

The meeting was attended by leaders of the following agencies: Ministry of Culture, Sports and Tourism, Ministry of Ethnic Minorities and Religions, Government Office, Ministry of Justice, Ministry of Agriculture and Environment, Ho Chi Minh National Academy of Politics, Vietnam News Agency, Voice of Vietnam , Vietnam Television.

According to the report of the Ministry of Finance , the total state budget investment plan for 2025 assigned by the Prime Minister to 6 ministries and central agencies under Working Group No. 8 is 4,079,857 billion VND (accounting for 2.2% of the total capital investment plan of ministries and central agencies nationwide assigned by the Prime Minister).

As of August 31, 3/6 ministries and central agencies have allocated all assigned capital plans; 3/6 ministries and central agencies have not allocated all assigned capital plans with the total assigned capital and the remaining unallocated capital is 621,752 billion VND, accounting for 15.24% of the total capital investment plan of ministries and central agencies under Working Group No. 8 and accounting for 2.39% of the total unallocated capital of ministries and branches nationwide (26,029,456 billion VND).

Four ministries and central agencies under the Working Group have sent a document requesting a report to the Prime Minister on the adjustment to reduce the 2025 capital plan by VND 638,112 billion (including the unallocated capital of VND 621,752 billion and the remaining capital after project settlement that is no longer needed is VND 16.36 billion).

Estimated disbursement as of August 31 of ministries and central agencies under Working Group No. 8 was VND951,654 billion, reaching 23.3% of the plan assigned by the Prime Minister, lower than the national average (46.26%).

There is one central agency with a disbursement rate higher than the national average disbursement rate and ranked 5th among ministries and central agencies: Voice of Vietnam: 73.82%.

There are 5 ministries and central agencies with disbursement rates below the national average: Ho Chi Minh National Academy of Politics (24.01%); Ministry of Culture, Sports and Tourism (26.39%), Ministry of Ethnic Minorities and Religions (6.09%), Vietnam News Agency (29.94%), Vietnam Television (39.11%).

At the meeting, after listening to the opinions of ministries, branches and central agencies, Deputy Prime Minister Mai Van Chinh acknowledged and welcomed the report preparation of the Ministry of Finance, the Government Office and the opinions of ministries and central agencies.

The Deputy Prime Minister requested the Ministry of Finance to fully absorb the opinions to synthesize into a general report on the results of inspection, urging, and removing difficulties and obstacles to promote disbursement of public investment capital, report to the Government and the Prime Minister according to regulations; assign the Government Office to draft the meeting conclusion notice.

Assessing the disbursement situation of ministries and central agencies in recent months, which has not improved, many ministries and central agencies have disbursement levels much lower than the national average, the Deputy Prime Minister pointed out that the responsibility belongs to the investors and the ministries and central agencies.

Firstly, investment preparation is not good.

Second, the leadership and direction of some ministries and agencies lacked determination, depth, specificity, and determination in directing and operating. The Deputy Prime Minister requested high concentration, daily and weekly control, and a gant chart and clear assignment.

Regarding objective reasons related to specific issues of ministries and agencies, the Deputy Prime Minister requested that investment preparation be done early, and that it be necessary to evaluate and forecast what can and cannot be done, and to make a close initial investment plan to ensure feasibility and efficiency in investment.

Regarding lessons learned, the Deputy Prime Minister requested ministries and agencies to seriously and resolutely and effectively implement the policies of the Central Committee, the National Assembly, and the conclusions and resolutions of the Government, ensuring progress and quality, and fighting negativity and corruption.

Second is to strengthen leadership, direction, assignment, and individualization of responsibilities in the spirit of 6 clarity, enhance initiative, flexibility, timely inspection, supervision, and removal of difficulties. Where there are difficulties, there are solutions.

Third is to strengthen inspection and supervision. Strictly control both time and progress. Once there is volume, an acceptance council must be organized, and only after that acceptance can payment be made.

Regarding the recommendations at the meeting, the Deputy Prime Minister asked the Ministry of Finance to accept them. Focus on resolving matters within the authority of ministries and branches, and make recommendations to the Government for matters under the Government's jurisdiction.

Regarding time tasks, the Deputy Prime Minister emphasized:

This must be identified as a key task. The heads of ministries, branches and localities must promote responsibility, closely monitor, be specific and give focused direction to disburse funds well.

By the end of September 2025, ministries, branches and agencies shall report to the Ministry of Finance on unused capital so that the Ministry can synthesize and report to the Prime Minister for appropriate adjustments.

For national target programs, the governing bodies such as the Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions urgently review and synthesize the actual needs of ministries, branches and localities, propose adjustments to unused capital, and return the central budget for timely reallocation.

The heads of central ministries and branches directly lead, direct, inspect, and review each specific project. Improve the quality of consultant selection during the investment preparation and project preparation stages.

Ministries and central agencies must strictly comply with the reporting regime according to Regulation No. 1544 dated July 14, 2025, fully update information and send it to the Ministry of Finance, the Ministry of Construction, and the Government Office to collect and report to the Prime Minister.

Timely report difficulties, obstacles, and issues under the authority of ministries and branches so that ministries and branches can focus on resolving them. Issues related to other ministries, branches, and localities must take the lead in coordinating. Issues under the authority of the Government must be reported to the Government.

Strengthening discipline, urgently directing units, project management boards, and contractors with the spirit of overcoming the sun and rain, working during the day when it is not enough, taking advantage of working at night, with high determination, taking drastic actions, implementing construction, acceptance, and disbursement reaching 100% according to the direction of the Prime Minister, contributing to the growth of 8.3-8.5% this year.

"We already have enough capital and resources, but if we cannot complete it, it is a shortcoming before the Government and the people," said the Deputy Prime Minister.

The Deputy Prime Minister emphasized that disbursing 100% of public investment capital is not only a responsibility but also a key driving force for growth. Completing this task will create momentum and force to strive for double-digit growth in the following years; contributing to realizing the goals by 2030 and 2045.
