Ministry of Industry and Trade: People installing rooftop solar panels only need to notify, no license required

(Chinhphu.vn) - People only need to notify the electricity management unit or the local Department of Industry and Trade so that the electricity industry can grasp information such as: whether that household has installed solar power, how much capacity, and when it can be used.

The information was announced by Mr. Bui Quoc Hung, Deputy Director of the Electricity Department (Ministry of Industry and Trade) at the regular press conference for the third quarter of 2025 held on the afternoon of October 8.

Talking about self-produced and self-consumed rooftop solar power and related procedures, Mr. Bui Quoc Hung said that first of all, it is necessary to clearly define the concept of self-produced and self-consumed rooftop solar power, that is, electricity that people invest in and produce themselves to serve their needs, there may be a surplus sold to the national grid, but the main goal is self-consumption.

In essence, solar power and other renewable energy sources, for households, except in a few special cases such as remote areas, mountainous areas, and islands, operate independently, without registration or notification.

However, Mr. Hung pointed out that most households are currently connected to the national grid and still buy electricity from EVN for their daily life and production. Therefore, when installing rooftop solar power, people will both consume the electricity they produce and use electricity from the national grid when there is no sunlight (mainly at night).

Therefore, there needs to be a notification mechanism, not a registration or licensing. People only need to notify the electricity management unit or the local Department of Industry and Trade, so that the electricity industry can grasp information such as: whether that household has installed solar power, how much capacity, and when it can be used. This helps the electricity industry balance supply and demand reasonably, ensuring system stability.

The purpose of the notification is only for technical coordination, not for cumbersome administrative procedures or licensing. Without information, the electricity industry will have difficulty calculating load balancing, leading to times when households do not have solar power, the supply from the grid may be passive.

"In other words, the current mechanism does not require permission, no complicated procedures, just simple notification for the electricity system to operate properly," Mr. Bui Quoc Hung affirmed.

According to Mr. Hung, the Ministry of Industry and Trade is being assigned by the Prime Minister to develop a new decision on encouraging the development of rooftop solar power, in order to create a clearer and more open legal corridor. In particular, there will be many steps to cut administrative procedures and many more practical support and incentive policies.

The procedure will be very simple, only need a single set of registration documents, including: A request; an installation confirmation sent to the electronic information portal at the commune level or the local electricity unit. Upon receiving the notification, the electricity unit will automatically coordinate with relevant agencies to support, technical inspection, installation and operation.

Removing difficulties for LNG power projects

At the press conference, Mr. Bui Quoc Hung said that Resolution 70 assigned the Ministry of Industry and Trade two key tasks, including the development of a specific mechanism to promote LNG power projects. Specifically, the Ministry of Industry and Trade is considering a proposal for a mechanism to commit to a power generation output of about 70-75% for a period of 10 years for LNG power plants. Having a mechanism to ensure stable output will help investors feel secure in their implementation, contributing to accelerating construction progress and putting projects into operation on schedule.

Regarding the Quynh Lap - Nghe An LNG Thermal Power Project, Mr. Hung said that the project has been added to the National Power Development Plan VIII. However, the project is still in the investor selection phase, and there is no official unit in charge, so more detailed information cannot be provided.

As for the Hai Phong LNG Thermal Power Project, this is one of the key projects that is being implemented smoothly. Last week, the Minister of Industry and Trade attended the groundbreaking ceremony of this project. The investor is a joint venture between Vingroup Corporation and VinEnergo Energy Joint Stock Company.

According to information from the Hai Phong Economic Zone Management Board, the project has been granted an investment registration certificate, completed a feasibility study report and had its design appraised for fire prevention, fire fighting and environmental protection. The investor is currently selecting an EPC contractor and promoting procedures related to infrastructure investment, power transmission lines, supplementary adjustments to the VIII Power Plan, connection to the national grid, as well as completing documents on LNG import and fuel storage.
