
Import and export accelerate, customs strengthen prevention of smuggling and trade fraud
Import and export maintained growth, trade balance continued to have surplus
According to the Customs Department ( Ministry of Finance ), in September 2025, the total value of Vietnam's import and export of goods reached 82.49 billion USD. Of which, the export value reached 42.67 billion USD; import reached 39.82 billion USD. Thanks to that, Vietnam's trade balance of goods in the month had a surplus of 2.85 billion USD.
In the first 9 months of 2025, the total value of goods imports and exports reached 680.66 billion USD, a sharp increase of 17.3% over the same period last year, equivalent to an increase of 100.51 billion USD. Of which, exports reached 348.74 billion USD (up 16%) and imports reached 331.92 billion USD (up 18.8%). The trade balance of goods surplus was 16.82 billion USD, although down 20.4% over the same period in 2024, still showing a positive trend in international trade activities.
The above figures show that, despite the global economic fluctuations, Vietnam's import and export still maintain a stable growth momentum. Key export groups continue to contribute significantly to turnover, while the demand for imported raw materials, machinery and components for production also increases.
Regarding budget revenue, revenue from import-export activities in September 2025 reached VND 36,082 billion, a slight decrease of 4.2% compared to the previous month. Total revenue for 9 months reached VND 336,540 billion, equal to 81.9% of the annual estimate, equal to 71.6% of the target and an increase of 9.9% compared to the same period in 2024. This is a positive result in the context of international trade activities still having many fluctuations.
Strengthening coordination, detecting more than 13,000 violations in 9 months
In addition to positive signals, the situation of smuggling and trade fraud is still complicated on many routes. Subjects take advantage of the form of transshipment, border transfer, and transit to transport counterfeit goods and goods violating intellectual property rights, especially through Mong Cai (Quang Ninh) and Huu Nghi ( Lang Son ) border gates. Common tricks are false declaration, failure to declare goods with protected trademarks, or mixing infringing goods with legal goods to avoid detection.
The sea route also has many potential violations, concentrated at major ports such as Van Gia, Dinh Vu, Cat Lai, Cai Mep... The violations are mainly related to import conditions, standards, and product labels. Typically, in Hai Phong, a case of importing CITES-listed wood was discovered that was inconsistent with the license and declaration; another case related to importing fuel additives without full labels and selling goods without issuing VAT invoices...
The land routes across the Vietnam-China and Vietnam-Cambodia borders are still "hot spots" where criminals take advantage of preferential policies for border residents to illegally transport cigarettes, phones, frozen foods, etc. Meanwhile, the air route has recorded more sophisticated tricks: criminals use fake names and addresses, consign non-commercial goods or disguise prohibited goods in luggage and personal belongings, through international express delivery companies such as FEDEX, DHL, UPS.
In September 2025 (from August 15 to September 14), the Customs authority detected and handled 1,416 violations, with an estimated value of goods of VND 1,544 billion, prosecuted 1 case and transferred 17 cases. The budget revenue from violations reached nearly VND 75 billion. Compared to the same period, the number of detected cases increased by 1.58%, the number of prosecuted cases decreased by 80%, while the number of transferred cases increased by 13.3%.
In the first 9 months of the year, the Customs Department discovered 13,328 violations, with the value of infringing goods estimated at VND17,695 billion. The entire industry prosecuted 15 cases and transferred 93 cases for prosecution, with estimated budget revenue reaching VND664.12 billion.
Regarding drug prevention, in September 2025, Customs presided over and coordinated with the Police and Border Guard to arrest 15 cases/22 subjects, with evidence including 37.67 kg of various drugs, including 15.4 kg of heroin, 3.54 kg of ketamine and 6.9 kg of synthetic drugs.
As of mid-September 2025, the entire industry had detected 152 cases/194 subjects, seizing 2,301 kg of various drugs (including 53.8 kg of heroin, 1,506 kg of ketamine, 363 kg of crystalline synthetic drugs and more than 60,000 compressed drug pills).
