
On the afternoon of October 8, the Ministry of Industry and Trade held a regular press conference for the third quarter of 2025. Responding to questions from the press regarding the results of the handling of the complaint against Ms. Chu Thanh Huyen for selling goods without invoices and documents, showing signs of tax evasion, Mr. Bui Nguyen Anh Tuan, Deputy Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade) said: The content of this complaint is a case of a consumer buying cosmetics online on Ms. Chu Thanh Huyen's account and according to the content of the complaint, the seller did not issue a clear invoice.
Mr. Tuan said that upon receiving the information, the Department of Domestic Market Management and Development had instructed the applicant to transfer the application to the locality, specifically the Hanoi Market Management Department, and this unit had meetings to discuss and verify the content of this application. The latest report from the Hanoi Market Management Department shows that this case is relatively complicated, with some signs that may be related to criminal matters.
"The Department has discussed and instructed the subjects to transfer the petition to the competent authorities for handling. This is one of more than 17,000 cases that the local market management force has coordinated to handle in the past 9 months," said Mr. Tuan.
Regarding the management of the sale of smuggled, counterfeit and fake goods via livestream, Ms. Nguyen Thi Minh Huyen, Deputy Director of the Department of E-commerce and Digital Economy , said that recently, the Ministry of Industry and Trade has focused on implementing four groups of solutions. First, the Ministry has coordinated to remove more than 44,000 violating products from thousands of stalls, mainly in the household and fashion goods group. At the same time, it has coordinated with the police and market management agencies to handle 120 websites violating in the field of e-commerce. Along with that, it is necessary to strengthen training, improve the capacity to monitor and detect violations in the e-commerce environment; raise consumer awareness and warn and deter violations.
Ms. Huyen emphasized that commercial fraud in e-commerce is a hot issue, included in the draft Law on E-commerce, completed in September and expected to be submitted to the National Assembly for approval in October. In particular, the management of counterfeit and fake goods is the focus, with the proposal to identify sellers through VeID to strengthen control and traceability...
Previously, on April 2, the Drug Administration of Vietnam (Ministry of Health) received a complaint related to Ms. Chu Thanh Huyen. The complaint was forwarded to the Hanoi Market Management Department and the Hanoi Department of Industry and Trade for handling according to their authority.
According to the complaint dated March 25, 2025, Ms. Chu Thanh Huyen was accused of selling OHUI PRIME rose water cosmetics set (made in Korea) without Vietnamese sub-labels, without issuing sales invoices, showing signs of consuming smuggled goods and tax evasion.
The Drug Administration of Vietnam said that the transfer of the petition was carried out in accordance with the provisions of the Law on Denunciation, Decree No. 31/2019/ND-CP and Circular No. 05/2021/TT-TTCP of the Government Inspectorate on the procedure for handling petitions. The petition, signed by citizen Vu Ngoc H., and the original copy has been sent to the competent authorities in Hanoi for consideration and settlement in accordance with the law. The results of the handling will be notified to the Drug Administration of Vietnam and the petitioner.
