Vietnam's private economy: From policy dialogue to practical action

(Chinhphu.vn) - Based on the results of the Vietnam Private Economic Forum 2025, the Vietnam Young Entrepreneurs Association continues to take action with two focuses: synthesizing reports to send to the Government and implementing a training program for 10,000 CEOs, creating a foundation for a new generation of business leaders.

VPSF 2025 Synthesis Report: A Bridge Between Businesses and the Government

On the afternoon of October 8, in Hanoi , the Vietnam Young Entrepreneurs Association held a press conference to announce the Vietnam Private Sector Forum 2025 (VPSF 2025) Summary Report and introduce the Training Program for 10,000 CEOs for the period 2025-2030. This is an important next step to concretize the initiatives and commitments discussed at the high-level session of the VPSF 2025 Forum last September.

The VPSF 2025 synthesis report was developed based on the contributions of nearly 6,500 delegates and more than 3,000 recommendations from the business community at 12 local dialogue sessions, 4 thematic sessions and 1 high-level session under the direction of Prime Minister Pham Minh Chinh. The opinions focused on four groups of issues: institutions, innovation, international integration and corporate governance capacity, and at the same time provided many breakthrough recommendations to promote sustainable development of the private economic sector.

Speaking at the press conference, Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association, Chairman of VPSF 2025, emphasized: The Association will complete and publish the VPSF 2025 Summary Report, send it to the Government and relevant agencies, to serve as a basis for policy development and adjustment. Along with that, the Association will establish a mechanism to monitor and supervise the response and handling of recommendations, ensuring that all proposals from the business community are reflected and implemented in a substantive manner.

"In the coming time, the Vietnam Young Entrepreneurs Association plans to build an online policy feedback channel and organize regular dialogues with ministries and branches to update progress, remove obstacles and promote effective implementation. This is a specific commitment so that the Forum's initiatives do not just stop at recommendations but actually enter economic life, contributing to creating new momentum for the private economic sector," Mr. Dang Hong Anh shared.

Training 10,000 CEOs – modern business leaders

In parallel with the work of synthesizing and responding to policies, the Vietnam Young Entrepreneurs Association officially announced the Training Program for 10,000 CEOs for the period 2025-2030, designed in three phases.

Accordingly, phase 1 (2025–2026): launch and pilot with the first 1,000 students; phase 2 (2027–2029): accelerate and expand to 7,000 students; phase 3 (2030): spread and complete the goal of training 10,000 CEOs.

The program is designed according to the set of 8 core competencies of modern leaders, including: business strategy, financial management, human resources, operations, risk management, technology, innovation and international integration.

According to Ms. Pham Thi Bich Hue, Vice President of the Vietnam Young Entrepreneurs Association, Head of the VPSF 2025 Organizing Committee: The program is implemented in the spirit of Resolution 139/NQ-CP of the Government, aiming to improve leadership capacity, thereby improving the competitiveness of Vietnamese enterprises. With the Mindset - Toolset - Skillset method, students not only learn theory but also practice, mentor and connect, forming a community of entrepreneurs to develop together.

In addition, the Association also aims to support 5 million individual business households to transform into enterprises through connecting with strategic partners, helping to reduce operating costs by 8-20% per year. This is considered a practical solution to promote the formalization of the individual economic sector and expand the scale of private enterprises.

Ms. Pham Thi Bich Hue affirmed that the Vietnam Young Entrepreneurs Association has an organizational system spread across provinces and cities, under the management of the Vietnam Youth Union - the governing body. With this network, the 10,000 CEO training program will be spread strongly, not only in big cities like Hanoi and Ho Chi Minh City but also in remote areas.

The Vietnam Young Entrepreneurs Association currently has more than 95% of its members being small and medium-sized enterprises, so the model of "each entrepreneur supporting two startups" will be widely deployed. The target audience includes individual business households that are preparing to convert their model to official enterprises.

Regarding the training structure, the program applies the 10-20-70 model: 10% theory, 20% learning from mentors and 70% learning through real-life situations (case studies). With 32 years of operation and a strong business community, the Vietnam Young Entrepreneurs Association is confident in completing its training goals in both quantity and quality.

Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association, added that the Association is signing strategic cooperation agreements with many banks and financial institutions such as MB, BIDV, Vietcombank, VietinBank, Agribank... to support preferential capital sources for members, helping young entrepreneurs have more conditions to participate in training programs and develop businesses.
