Determined to build the town into a city by 2025

On the afternoon of May 5, the Executive Committee of the Gia Rai Town Party Committee held a mid-term review of the implementation of the Resolution of the 13th Town Party Congress, term 2020 - 2025. Attending and directing the conference were comrade Le Thi Ai Nam - Standing Deputy Secretary of the Provincial Party Committee, comrades in the Standing Committee of the Provincial Party Committee, and leaders of provincial departments and branches.

According to the report of the Party Committee of Gia Rai Town, in the past half term, the average gross regional domestic product (GRDP) per capita reached 93 million VND/person/year, compared to the Resolution target of 74.4%. Economic structure up to now, the proportion of industry - construction reached 99.2%, compared to the beginning of the term increased by 0.2% (49.6% - 49.8%); trade - services reached 96.13%, compared to the beginning of the term increased by 2.1% (30.2% - 32.3%); agriculture - aquaculture reached 90.5%, compared to the beginning of the term decreased by 1.1% (19% - 17.9%). The total rice growing area is 7,697ha, the aquaculture area is 22,294ha. The total food output is 482,109 tons, reaching 64.28% of the Resolution target; Total aquatic product output was 127,508 tons, reaching 63.75% of the Resolution target.

The town has completed the general urban planning until 2040, with a vision to 2050, aiming to establish zoning and detailed planning in accordance with the orientation of a type III urban area to build Gia Rai town into a city by 2025. Coordinate with central and provincial sectors to invest in construction, upgrading and completing a number of key works and projects in the area, with a total investment of more than 1,600 billion VND.

Since the beginning of the term, the budget revenue has been 310 billion 466 million VND, reaching 129.09% of the Resolution, the average annual budget revenue rate has increased by 8.8% compared to the assigned target. The total budget expenditure of the town is 1,815 billion 689 million VND, reaching 143.75% of the assigned estimate.

In addition to the achievements, the Party Committee of Gia Rai Town also seriously pointed out the limitations in the past half term, such as the socio-economic development but not commensurate with the existing potential and strengths. The attraction of development investment resources from economic sectors is still limited. Not enough attention has been paid to building Ho Phong ward to meet urban civilization standards; there is no specific roadmap to build the commune into a ward. The coverage rate of health insurance and voluntary social insurance is still low; medical facilities and equipment are degraded, not meeting the needs; the supply of drugs and medical supplies for medical examination and treatment is sometimes not timely, affecting the quality of medical examination and treatment for the people...

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee - Le Thi Ai Nam acknowledged the efforts and achievements of the Town Party Committee, welcomed the sense of responsibility and openness of the Town Party Committee when frankly pointing out the limitations; carefully analyzing and evaluating the causes, especially objective causes, in order to draw lessons and propose fundamental and effective solutions.

The Standing Deputy Secretary of the Provincial Party Committee pointed out that in the coming time, Gia Rai Town needs to focus on leadership, drastic direction, speed up progress and with the highest political determination, successfully implement Resolution 07 of the Provincial Party Committee on building Gia Rai Town into a city by 2025. Focus on specific solutions to speed up the implementation progress, complete and prepare conditions to submit to the Central Committee for inspection and recognition of a type III urban area in early 2024 to lay the foundation for building the city in 2025, making achievements to welcome the new term Party Congress of the Town.

The Standing Deputy Secretary of the Provincial Party Committee also affirmed that from now until the end of the term, Gia Rai must determine to complete the goals, become a satellite city in terms of economy and trade of the province, focus on solutions to accelerate the urbanization rate; to be worthy of being a satellite city, a bridge between Bac Lieu City and Ca Mau City; strive to become the center of seafood processing of the province, increase seafood export, especially shrimp export, contributing to bringing the export turnover target of the province to soon reach 1 billion USD; a safe and attractive tourist destination; complete the construction of new rural areas and strive to become a city by 2025.

Regarding the work of Party building and political system building, the Standing Deputy Secretary of the Provincial Party Committee suggested that the town pay due attention to building internal solidarity and unity from ideology to action, identifying this as an important, continuous task and the responsibility of each Party Committee, leader and each cadre and Party member. In particular, it is necessary to effectively implement Conclusion 21 on continuing to implement Resolution 4 of the Central Committee (term XII) on building and rectifying the Party and a clean and strong political system, in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. The heads and key cadres in each agency and unit must be exemplary and highly responsible in implementing regulations on setting examples. At the same time, it is necessary to promptly detect and immediately overcome the situation of being afraid of responsibility, afraid of making mistakes and not daring to do anything, causing difficulties for businesses and people; this is a new disease that needs to be avoided and not allowed to spread...
