Launching to respond to Vietnam Health Insurance Day 1-7

(ABO) On the morning of June 28, the Social Insurance (SI) of Region XXXIII held a launching ceremony to respond to Vietnam Health Insurance Day (HI) on July 1, communicating and mobilizing people to participate in voluntary social insurance and family health insurance.

The launching ceremony was held online from Dong Thap province to Tien Giang province and at districts, towns and cities in Dong Thap and Tien Giang provinces.

Speaking at the ceremony, Director of Social Insurance Region XXXIII Huynh Nguyen Phuong Oanh said: On June 16, 2009, the Prime Minister issued Decision 823/QD-TTg taking July 1 every year as Vietnam Health Insurance Day to promote the Law on Health Insurance; encourage and mobilize people to participate in health insurance, moving towards universal health insurance.

Health insurance is an insurance system of the Party and the State to take care of people's health, protected by the State, organized and implemented by the Social Insurance Agency not for profit. Health insurance participants are paid by the Health Insurance Fund for unlimited medical examination and treatment costs according to the scope and level of benefits, which can be up to billions of VND/year. Thereby, health insurance has helped many people with health insurance cards overcome economic difficulties when they are unfortunately sick or ill.

From 2020 to present, the Social Insurance of Dong Thap and Tien Giang provinces (now Social Insurance Region XXXIII) have periodically coordinated with the Collection Service Organization to organize a launching ceremony to propagate and mobilize people to participate in voluntary social insurance and family health insurance in response to Vietnam Health Insurance Day on July 1, launched nationwide by Vietnam Social Insurance.

One of the key tasks that the Social Insurance of Region XXXIII must carry out is to develop social insurance and health insurance participants, contributing to the completion of the targets of the Resolution on the annual socio-economic development plan of the two provinces. By the end of 2024, the results of social insurance and health insurance coverage in the two provinces were very high. Specifically, in Dong Thap province, the total number of social insurance participants was 147,779, of which the number of voluntary social insurance participants was 28,575. The social insurance coverage rate was 18.9%, exceeding 1.1% of the Resolution assigned by the Provincial People's Council (17.79%). The number of health insurance participants was 1,507,574, the health insurance coverage rate was 94.21% of the population, exceeding 0.32% of the target assigned by the Government.

In Tien Giang province, the total number of people participating in social insurance is 313,866, of which the number of people participating in voluntary social insurance is 30,732. The social insurance coverage rate is 33.2%, exceeding 0.2% (Resolution 22-NQ/TU dated January 9, 2024 of the Tien Giang Provincial Party Committee assigned 32%; Resolution 27/NQ-HDND dated December 8, 2023 of the Provincial People's Council assigned 32%).

Delegates and officers and employees of the Social Insurance sector at the Dong Thap province bridge point expressed their determination to excellently complete the set targets at the launching ceremony.

The number of people participating in health insurance is 1,716,792 people. The health insurance coverage rate is 95.9%, exceeding the Government's target by 2.1%, exceeding 1.9% (Resolution 22-NQ/TU dated January 9, 2024 of the Tien Giang Provincial Party Committee assigned 94%; Resolution 27/NQ-HDND dated December 8, 2023 of the Provincial People's Council assigned 94%).

Through data synthesis up to the end of May 2025, the number of people participating in voluntary social insurance and health insurance showed signs of decreasing compared to the end of 2024, of which voluntary social insurance decreased by nearly 5,500 people, health insurance decreased by nearly 49,000 people.

Therefore, the organization of the "Launching Ceremony to Respond to Vietnam Health Insurance Day July 1 - Propagating and mobilizing people to participate in voluntary social insurance, family health insurance in the two provinces of Dong Thap and Tien Giang with the aim of affirming the deep interest in the leadership and direction of the Party, the National Assembly and the Government for the cause of social security for all people. Propagating the Party's guidelines and policies, the State's policies and laws on health insurance, social insurance, especially the new changes of the Social Insurance Law 2024, the Law amending and supplementing a number of articles of the Health Insurance Law that took effect from July 1, 2025; propagating and mobilizing directly to the subject groups of farmers, craftsmen, freelancers with income, workers who have stopped participating in compulsory social insurance and are reserving time...; workers in the informal sector. Propagating the rights and benefits of participating in family health insurance, voluntary social insurance; the risks of not participating in social insurance, health insurance, thereby ensuring ensure social security and stabilize life. Communicate to the group of workers who have stopped participating in compulsory social insurance and are reserving time to advise and encourage workers not to receive one-time social insurance and continue to switch to voluntary social insurance.

In order to effectively implement and ensure the economical and effective use of funds, without ostentation or waste, as directed by the Vietnam Social Security, this year, the Social Security of Region XXXIII has developed a plan not to establish a mobile communication team (roadshow parade) as in previous years, but to establish 289 consulting and mobilization teams with 1,627 participants including: Social Security officers and employees of the Collection Service Organization (with the support of the commune-level government). These teams will go directly to people's homes to propagate and mobilize voluntary social insurance and family health insurance.

With the highest determination, it is hoped that the advisory groups will complete and exceed the target set today, which is to mobilize 6,500 new people to participate in voluntary social insurance and 10,250 people to participate in family health insurance. To achieve the set target, the Director of Social Insurance Region XXXIII calls on all cadres, civil servants of the Social Insurance sector and employees of the collection service organizations from the province to the grassroots level to promote a high sense of responsibility, creativity, and determination in action. Determined to realize the goal of social insurance and health insurance for all people of the Party and State.

After the launching ceremony, social insurance officers and employees and collection service organizations will divide into small groups and go directly to residential areas, commercial locations, crowded places, and families to distribute leaflets and brochures to encourage people to participate in voluntary social insurance and family health insurance...
