Specifically, parent H. whose child studies at Mac Thi Buoi Primary School said that at the beginning of the 2023-2024 school year, the family paid 632,000 VND to the school office to buy health insurance. In July 2024, her child was unfortunately hospitalized for treatment. When she presented her child's health insurance, the hospital informed her that it had expired for 7 months. Therefore, the family had to pay the entire hospital fee of more than 3 million VND for treatment. After that, she went to the school to ask and was informed that the office did not pay for health insurance card renewals for many students, including her child. After that, the office staff apologized to the parents and compensated the entire treatment cost for the hospitalized student. At the same time, the consequences were remedied according to the requirements of the management agency.
Previously, the accountant of Thanh Ha Primary School (Thanh Chuong, Nghe An ) was also disciplined for collecting health insurance money from students but not submitting it to the insurance agency to issue health insurance cards to the students.
Currently, paper health insurance cards are no longer issued, so many families, after paying their children's health insurance premiums to the school, do not pay attention to checking whether the card has been renewed or activated. Only when their children are sick and need to be hospitalized do some families panic because their children's cards have expired for a long time and cannot be used anymore, so they cannot pay for health insurance. The amount of money that families have to pay when not covered by health insurance is often much higher than the amount they would have paid if they had a health insurance card, so at this time, families are very upset.
This is not only a valuable lesson for these schools but also a warning to othereducational institutions as well as parents. Parents have trusted the school to buy health insurance for their students, so teachers, schools, and principals need to be responsible for monitoring and reviewing the implementation to ensure the rights of their students. Parents also need to proactively check the information and validity of their children's health insurance cards through the online public service portal of the Vietnam Social Security agency at https://baohiemxahoi.gov.vn/. Or parents can contact the local Social Security agency for advice and instructions on reissuing a paper health insurance card or registering for the VssID digital social insurance application to use the health insurance card when going to see a doctor or receiving medical treatment.
