Ministry of Education and Training: Suspension and expulsion from school risk pushing students into crime

According to Mr. Hoang Duc Minh, Head of the Department of Students (Ministry of Education and Training), suspension and expulsion from school are not appropriate for students of their age.

Eliminate harsh discipline

On September 15, the Ministry of Education and Training issued Circular No. 19 regulating rewards and discipline for students in educational institutions, which strictly prohibits schools from using disciplinary measures that are violent, insulting to dignity, and affecting the physical and mental health of students.

The Circular divides student disciplinary measures according to school levels. Accordingly, for primary school students, there are only two measures: Warning and request for apology. For students outside primary school, there are only three measures: Warning, criticism, and request to write a self-criticism.

The Ministry of Education and Training has completely abolished strict forms of student discipline such as: reprimand before the disciplinary council, warning in front of the whole school, expulsion for one week, expulsion for one year.

Responding to the press, Mr. Hoang Duc Minh said that Circular No. 19 sets out specific implementation principles: rewarding and disciplining students must ensure educational and humane values, for the progress of students; promoting decentralization, delegation of authority, enhancing autonomy and self-responsibility of schools, principals and teachers; ensuring coordination between schools, families and society in rewarding and disciplining students; properly and fully implementing the functions, tasks and powers of schools in rewarding and disciplining students.

The Circular does not require the recording of student records for students who are subject to disciplinary measures. However, it still stipulates that “Students’ self-criticisms are kept in the school’s records” (for students who are not in primary school). This content will be used in the management, monitoring and education of students during their studies at school.

Regarding the opinion that completely abolishing strict forms of discipline could cause difficulties in managing students in schools, according to Mr. Minh, educating students is not only something the education sector can do.

To educate students effectively requires close coordination between family, school and society.

It must also be said that the educational environment is also subject to the constraints of the current legal system for both administrators, teachers and students. Therefore, for each violation of the law, depending on the nature, extent and consequences, each individual must be subject to the forms of handling according to the provisions of the law such as criminal law, juvenile justice law and other current laws.

Suspension and expulsion are inappropriate.

The Director of the Department of Students emphasized that Circular 19 changes from strict forms of discipline to look at student education, discipline to help students progress, self-awareness and change, not discipline to push students out of the educational environment.

Suspension and expulsion from school are not appropriate for students of their age. They are administrative decisions rather than educational activities, and pose a high risk of pushing them into crime due to a lack of education from both the school and the family.

Therefore, every teacher needs to be dedicated to the teaching profession, treat students as their own children and maintain the ethics of teaching. At the same time, there must be appropriate measures and pedagogical methods to deal with problems that may lead to actions that harm the teacher's spirit and body.

To balance discipline, deterrence and humanity in the classroom, each teacher, in addition to being passionate about the profession, also needs to consider students as their own children and maintain teacher ethics, treat them fairly, understand and accompany them. Along with that, the joint responsibility of the departments, society and parents of students will certainly fulfill those expectations.
