That was the direction of Deputy Prime Minister Tran Hong Ha at the meeting to direct response to storm No. 3 and heavy rain on the morning of July 20.
This is a direct and online meeting between the Government, central ministries and agencies, and 18 provinces and cities from Ha Tinh to the North. More than 1,700 communes and wards in the affected areas have been connected to the bridge.
At the Hanoi bridge, Director of the Department of Agriculture and Environment, Deputy Head of the City's Steering Committee for Natural Disaster Prevention and Control and Search and Rescue Nguyen Xuan Dai and representatives of departments, branches and localities attended in full.

Strong storm, heavy rain approaching - localities urgently take action
At the meeting, Deputy Director of the Department of Hydrometeorology Hoang Duc Cuong assessed that storm No. 3 is very strong, moving quickly, requiring rapid response. It is expected that at around 10:00 a.m. on July 21, the storm will enter the northeastern sea area of the Gulf of Tonkin with strong winds of level 11, gusts of level 14; by 10:00 a.m. on July 22, the storm's center will approach the Quang Ninh - Thanh Hoa area, maintaining winds of level 10-11, gusts of level 14.
From the night of July 21, coastal areas from Quang Ninh to Nghe An will have strong winds of level 7-9, gusting to level 10-11; inland areas, winds of level 6-7, gusting to level 8-9. The North will experience widespread heavy rain, and delta areas - including Hanoi - will face the risk of serious flooding, including communes in the Bui River basin.
According to the Ministry of National Defense, by 6:30 a.m. on July 20, forces had notified, counted, and guided more than 54,300 vehicles with 227,000 people operating at sea to clearly understand the direction of movement and the level of danger of the storm. The Ministry of Agriculture and Environment has sent staff to strengthen field support in: Quang Ninh, Hung Yen, Ninh Binh, Phu Tho; and at the same time, sent 35 million warning messages to the people.
Localities such as Thanh Hoa, Nghe An, Ninh Binh, and Quang Ninh have urgently established inspection teams, ready to deploy evacuation plans, call on ships to come ashore, and prepare to ban the sea. Telecommunications companies are committed to ensuring uninterrupted communication in all situations.
Hanoi urgently responds to storms and heavy rains

Speaking on the sidelines of the meeting, Director of the Department of Agriculture and Environment, Deputy Head of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City Nguyen Xuan Dai said: As soon as storm No. 3 formed and was likely to affect the mainland, the City People's Committee issued urgent documents, requesting relevant units to review and prepare adequate supplies, means, and forces for response according to the "4 on-site" motto.
The Department of Agriculture and Environment and the Department of Irrigation and Disaster Prevention have provided detailed instructions to localities; requiring close monitoring of weather developments, proactive plans for flood control, inspection of the safety of dykes, reservoirs, and areas at risk of landslides. Irrigation, tree, and drainage enterprises have operated drainage systems, proactively pruned trees, and promptly cleared fallen trees.
Regarding the storm on the afternoon of July 19, the Office of the City's Steering Committee for Natural Disaster Prevention, Control and Search and Rescue said: The natural disaster caused 3 people to be slightly injured (in Me Linh, Hong Van, Dai Mo), causing damage to more than 1,700m2 of corrugated iron roofs, 1.5ha of greenhouses, and 80m2 of stilt houses. Many streets were flooded and temporarily blocked due to fallen trees such as Nguyen Xien, Pham Van Dong, Cau Buu...; some flights at Noi Bai airport had to be postponed. Currently, the entire city is focusing on overcoming the consequences and urgently implementing plans to respond to storm No. 3 and prolonged heavy rain.
Don't be passive or surprised in any situation.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the entire political system to act urgently and synchronously, promote a high sense of responsibility, and absolutely not be passive or negligent. Localities need to immediately review and update plans to prevent and combat storms, floods, inundation, and landslides, especially in key areas outside the dike, aquaculture areas, floating houses, and agricultural production. In dangerous areas, it is necessary to prepare plans to evacuate people, including applying coercive measures if necessary to protect life and safety.
Deputy Prime Minister Tran Hong Ha emphasized the need for ministries, branches and localities to maintain 24/7 duty, clearly assigning officers in charge of each vulnerable area; ensuring electricity, water and medical safety at evacuation sites; and mobilizing forces to support people in proactive prevention.
The Deputy Prime Minister noted that the National Center for Hydro-Meteorological Forecasting must continuously update and transmit easy-to-understand and timely news to the people; the telecommunications system must be ensured to support early warning.
“A big lesson in natural disaster prevention and control is to be proactive and prepared. We cannot let a moment of subjectivity cost people their lives or cause great damage,” the Deputy Prime Minister emphasized.
