This will enhance the awareness and responsibility of officers and soldiers regarding innovative thinking and digital transformation; gradually transforming leadership, management, and command methods from "traditional" to a digital space based on digital data.
Major Vo Hoang Tang, Political Officer of Tan Tien Border Guard Station, shared: “The emulation movement aims to popularize basic digital knowledge and skills for officers and soldiers. With the motto 'Those who know guide those who don't, those who know more guide those who know less,' the unit organizes 'Digital Practice Hours,' 'Digital Skills Festivals,' and many training courses to improve the capacity to apply digital technology.”

In addition, the Provincial Border Guard Command has also promoted the application of science and technology and innovation in military administrative reform, ensuring the smooth operation of the command system and effectively utilizing digital data and infrastructure. Many new technologies such as 5G and 6G are being prioritized for application, alongside solutions to ensure information security and cybersecurity, contributing to the firm protection of national sovereignty in cyberspace.
Striving to become a digital citizen
As an officer directly assigned to oversee digital transformation, Lieutenant Pham Duy Khanh, Head of the Administrative Staff Team at Tan Tien Border Guard Station, stated: “The application of digital transformation in military and border guard operations helps to receive and process documents quickly, saving time and costs. The trend is gradually shifting from Zalo to the QiMe application developed by Viettel in collaboration with the 86th Command, which has high security features and provides good support for directing, managing, and implementing 'Digital Civic Education'.”
Major Vo Hoang Tang further emphasized: “The 'Digital Literacy Movement' aims to ensure that by the end of 2025, over 80% of officers in the provincial Border Guard Force will have a firm grasp of digital knowledge and skills; know how to utilize essential digital platforms and services, and protect themselves in the online environment. By 2026, we strive for 100% of officers and soldiers to meet the standards of digital citizens.”
Officers and soldiers learn about digital technology using the QiMe application.
To achieve this goal, the unit regularly encourages officers and soldiers to self-study and research digital technology, artificial intelligence (AI), the Internet of Things (IoT), and big data, while also familiarizing themselves with and skillfully applying AI tools such as ChatGPT, NotebookLM, NotionAI, Mind map, etc., to practical military and border guard operations.
To ensure the "Popular Education Movement" is put into practice in military life and activities, it needs to be closely integrated with the implementation of the "Building a Learning Society in the Army by 2030 and beyond" project, the "Determined to Win" emulation movement, and other emulation movements and campaigns at all levels, sectors, and localities.
Promoting the exemplary role of cadres and Party members, especially leading cadres and commanders of agencies and units, and most importantly, fostering the spirit of self-learning, self-research, and self-enrichment of knowledge among each soldier in the digital age.
