Barriers to attracting investment from bauxite planning

Bauxite planning is creating a major barrier in the socio-economic development of Lam Dong, especially in the field of investment attraction.

Investment procedures not completed due to planning issues

In 2010, Vtisys Vietnam Co., Ltd. (Lam Dong) was granted a Land Use Right Certificate by the government for an area of ​​53.73 hectares to implement the project of a high-end hotel complex. However, it has not been implemented yet. The reason is that out of the 54.73 hectares, 38.4 hectares overlap with mineral planning. Therefore, from 2011 to now, the specialized department has not conducted any survey. Meanwhile, the company has completed all costs and financial obligations with a total amount of more than 130 billion VND. "Currently, we do not know when it will be resolved. If this situation continues, the enterprise will face many difficulties," said Ms. Huynh Thi Hong Ha - Head of Investment Law, Vtisys Vietnam Co., Ltd.

In a similar situation, Ms. Tran Thi Dac Vi - representative of Saigon Trung Du Investment Joint Stock Company, Bac Gia Nghia Ward said: "For many years, the unit has prepared a financial source of 800 billion VND to invest in tourism development with the idea of ​​"city in the forest, forest in the city". However, due to difficulties because it is not suitable for land use planning, overlapping with bauxite planning, the project is still pending".

Regarding the bauxite overlapping projects, Ms. Bui Thi Khanh Hoa - Director of Dak Nong Clean Agriculture Joint Stock Company expressed: The enterprise cannot apply for any project in the area with planned land. Although the enterprise knows clearly, to remove this planning, it is necessary to have the participation of central ministries and branches, not just Lam Dong. However, the enterprise is very eager to have it removed soon to promote development space and attract investment to Lam Dong. "Our enterprise has enough capacity to implement tourism and agricultural projects but is stuck in planning. The enterprise owner himself can only watch time pass, watch opportunities slip away without being able to do anything," said Ms. Hoa.

It is necessary to clearly evaluate the economic efficiency of each project.

Investment attraction in Lam Dong has seen many changes in recent years. However, compared to the potential and available advantages of the locality, the results of investment attraction are still not as expected. For example, in the first 8 months of 2025, Lam Dong had 37 new investment projects approved in principle and granted investment registration certificates, with a total capital of more than 13,700 billion VND. This result, compared to the advantages of the locality, is not really impressive.

Not to mention, the province still has 23 renewable energy and green energy projects, with capital of about 43,000 billion VND, stuck. One of the reasons for low investment attraction in Lam Dong is due to mineral planning and bauxite planning.

Lam Dong currently has 240,000 hectares of bauxite land. In the vast Lam Dong area alone, bauxite is overlapping hundreds of construction projects, with an area of ​​up to nearly 6,700 hectares. From 2023 to present, the approval of investment policies and implementation of projects in the area related to the planning of bauxite exploration, exploitation and processing have encountered a number of difficulties and obstacles.

According to Director of Lam Dong Department of Finance Phan The Hanh, currently, many plans are overlapping, affecting the progress of approving investment policies, extending investment... "After the merger of the provinces, by December 31, 2025 at the latest, the provincial planning must fully supplement detailed plans. The provincial Department of Finance requests departments, branches, and localities to promptly update the general planning. For land areas not yet shown on the map, the People's Committees of communes and wards will review the projects, from which they will serve as a basis for implementation. After the planning is completed, the projects will be implemented based on the planning," said Mr. Hanh.

Regarding this issue, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that Lam Dong currently has 240,000 hectares of bauxite area. Importantly, how do we deal with bauxite planning?

Currently, to be granted investment policies, projects must comply with planning such as: provincial planning, land use planning, sectoral planning, national planning. To help investors, the provincial Department of Agriculture and Environment needs to closely follow the direction of the Central Government. The unit needs to accompany investors to analyze the impact of the project on the economic efficiency of the province. "Departments and sectors must evaluate the economic efficiency of projects with enterprises. We must have a clear plan when putting the mineral planning area, bauxite planning into the reserve group, the prohibited mining group. When this issue is clear, approving investment policies for enterprises will be much easier," Vice Chairman of the Provincial People's Committee Le Trong Yen directed.

The Vice Chairman of Lam Dong Provincial People's Committee added that after the merger, the Provincial People's Committee has assigned the Department of Construction to provide specific construction instructions. Currently, the Prime Minister is directing the Ministry of Agriculture and Environment to remove obstacles for businesses in existing residential areas and socio-economic development projects. On the side of the Provincial People's Committee, a thematic meeting will be held to grasp and summarize difficulties, thereby finding solutions for investors.
