According to the Decision, the maximum loan amount includes the entire tuition fee plus a maximum of VND 5 million/month for living expenses and other study expenses. The applied interest rate is 4.8%/year, much lower than the interest rates of commercial banks. In particular, the borrower does not have to pay the principal and interest during the entire study period. The repayment period is suitable, convenient for learners to gradually pay back the loan after completing the course.
The loan conditions are quite flexible, requiring only academic performance criteria. Specifically, first-year high school students need to have achieved a "good" or higher grade in high school, or an average grade of 8 or higher in Mathematics, Physics, Chemistry, and Biology in their 12th grade. For students in their second year or later, only an "excellent" grade in the previous academic year is required. For master's and doctoral students, only recognition as a master's or doctoral student by a higher education institution is required, in accordance with the law.
The Bac Ninh branch of the Social Policy Bank provides loans through households. The representative of the student's household is the person who takes out the loan and transacts with the Branch's transaction offices.
In case the household has no members aged 18 years or older or the remaining members are unable to work or do not have full civil capacity as prescribed by law, the student will directly apply for a loan at the Branch's transaction offices.
According to Mr. Nguyen Van Cuong, Deputy Director of the Bac Ninh Provincial Branch of the Social Policy Bank, the Branch has reported to and advised the Provincial People's Committee to direct relevant departments and socio-political organizations to work with the Branch to promote and widely disseminate the above policy to the people. Simultaneously, the Branch is urgently reviewing actual needs to report to the Central Social Policy Bank for consideration of additional funding, with disbursement expected to begin in early September 2025, amounting to approximately 40-50 billion VND.
"The branch is committed to creating the most favorable conditions for students, including undergraduates, master's students, and doctoral candidates studying science, technology, engineering, and mathematics, to access funding, reduce financial burdens, and thus focus on their studies, research, and personal development," Mr. Nguyen Van Cuong added.
