Deploying preferential funding for students, masters, and biological researchers in science, technology, engineering, and mathematics

BAC NINH - Information from the Bac Ninh Provincial Social Policy Bank Branch, the unit is currently focusing on implementing steps to disburse preferential capital for students, master's students, and biological researchers in the fields of science, technology, engineering, and mathematics according to Decision No. 29/2025/QD-TTg, dated August 28, 2025 of the Prime Minister.

This is a breakthrough policy to encourage learners to pursue key fields of study, meeting the requirements of developing high-quality human resources in the context of the 4.0 industrial revolution.

According to the Decision, the maximum loan amount includes the entire tuition fee plus a maximum of VND 5 million/month for living expenses and other study expenses. The applied interest rate is 4.8%/year, much lower than the interest rates of commercial banks. In particular, the borrower does not have to pay the principal and interest during the entire study period. The repayment period is suitable, convenient for learners to gradually pay back the loan after completing the course.

Loan conditions are quite flexible, only need to meet the criteria on academic results. Specifically, first-year students need to have high school academic results of good or higher or average score of Math, Physics, Chemistry, Biology of grade 12 is 8 points or higher. If from the second year onwards, only need to have good academic results in the previous school year. For master's and doctoral students, they only need to be recognized by higher education institutions as master's and doctoral students according to the provisions of law.

The Bac Ninh branch of the Social Policy Bank provides loans through households. The representative of the student's household is the person who takes out the loan and transacts with the Branch's transaction offices.

In case the household has no members aged 18 years or older or the remaining members are unable to work or do not have full civil capacity as prescribed by law, the student will directly apply for a loan at the Branch's transaction offices.

According to Mr. Nguyen Van Cuong, Deputy Director of the Bac Ninh Provincial Social Policy Bank Branch, the Branch has reported and advised the Provincial People's Committee to direct sectors, socio-political organizations, and the Branch to step up propaganda work and widely disseminate the above policy to the masses. At the same time, the Branch is urgently reviewing actual needs to report to the Central Social Policy Bank for consideration of additional funding sources, expected to disburse from the beginning of September 2025 with about 40 - 50 billion VND.

"The branch is committed to creating the most favorable conditions for students, master's students and researchers in science, technology, engineering and mathematics to access capital, reduce financial burdens, thereby giving them peace of mind to study, research and develop themselves," added Mr. Nguyen Van Cuong.
