The incident occurred at around 11:15 a.m. on March 13, on Highway 419 (Lien Quan Town, Thach That District, Hanoi ).

Images captured by security cameras show that when the tractor-trailer passed through the gate of the Thach That district post office , one of the steel coils on the truck fell onto the road and hit a car parked on the sidewalk.

The weight of dozens of tons of steel rolls crushed the 5-seat car.

Fortunately, at that time, there was no one in the car and no other vehicles around, so there were no casualties.

This is not the first time an accident has occurred due to a steel coil weighing tens of tons falling from a tractor trailer onto the road. Fortunately, the above case only resulted in property damage, while many other accidents have caused casualties.

For example, in early March 2022, a tractor trailer carrying two steel coils weighing tens of tons traveling on Nguyen Van Linh Street (HCMC) had its chain broken when the vehicle stopped suddenly at an intersection. The two steel coils fell and hit a man selling lottery tickets standing on the side of the road. The victim was taken to the emergency room with serious injuries.

Even with the naked eye, one can see the potential dangers for container trucks carrying steel coils that are only lashed down roughly and still circulate on the road every day.

Decree 123/2021/ND-CP stipulates a fairly heavy fine - from 8 to 12 million VND and a driver's license revocation of 2 to 4 months - for the act of transporting goods without tying them down or tying them carelessly so that they fall onto the road.

In addition, Article 260 of the Penal Code stipulates that if the goods on the vehicle are not carefully secured and fall onto the road, causing injury to another person, with an injury rate of 61% for one person or 61% or more for two people combined, causing death or property damage of 100 million VND or more, the driver will also be prosecuted for "violating road traffic regulations", with a penalty of 1 to 15 years in prison.

However, current legal regulations only state in general that "vehicle owners must be securely tied" without specifying what is considered "secure". Therefore, in the process of handling related cases, even the authorities find it difficult to have enough basis to confirm whether the goods and steel coils are securely tied on the vehicle or not.
