The People's Committee of Binh Dinh province has just sent a document to the Ministry of Finance regarding the commencement of the project to build runway No. 2 and synchronous works at the Phu Cat Airport.

Accordingly, the project was approved for investment on February 6. The locality has completed the feasibility study report and is submitting it to the Ministry of Construction for appraisal of the construction investment project according to regulations.

The appraisal is expected to be completed before May 19.

On that basis, Binh Dinh plans to approve the investment project on May 22, at the same time organize the preparation of construction drawing design documents - estimates, promote the process of selecting construction contractors, aiming to start construction on August 19.

The project has a total investment of VND3,246 billion, of which construction costs are VND1,560 billion, compensation and resettlement support costs are over VND1,000 billion. The capital source for implementation is from the state budget managed by Binh Dinh, including central support capital and other legal sources, allocated in two phases: 2021-2025 and 2026-2030.

The project is being implemented in Phu Cat district and An Nhon town, expected to be completed in the period 2025-2028.

The project is large-scale, with the main item being runway No. 2, 3,048m long, 45m wide, arranged parallel to and 215m west of the existing runway No. 1. In addition, 3 connecting taxiways (170m long, 23m wide), 2 quick exit taxiways, along with a system of belt roads, technical corridors, signal lights, etc. will also be built.

According to the People's Committee of Binh Dinh Province, Phu Cat Airport is using a concrete runway that has been in operation for more than 60 years, nearly three times longer than its design life. The current structure does not meet the requirements for safe operation, as many concrete slabs have cracked, posing a potential risk of debris, causing unsafe flight conditions.

However, repairing, renovating and upgrading the runway requires the airport to be closed for a long time (not less than 6 months), leading to failure to ensure combat readiness of military units, greatly affecting tourism activities and socio -economic development of the province.

On that basis, the Ministry of Construction, the Ministry of National Defense and the People's Committee of Binh Dinh province have agreed on the planning and investment in the construction of runway No. 2. The project not only helps ensure the safety and efficiency of civil aviation operations but also keeps runway No. 1 ready to serve defense missions.

The Government issued a document on November 23, 2024 agreeing to assign the People's Committee of Binh Dinh province as the competent authority to invest in this important project.
