Prime Minister: Removing obstacles for nearly 3,000 backlogged projects with the spirit of '6 clear'

On the afternoon of July 17, Prime Minister Pham Minh Chinh chaired a national conference to review and evaluate the results of removing difficulties and obstacles for projects and land according to Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo, Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly and deploy the Politburo's direction on reviewing and removing difficulties and obstacles for backlogged projects nationwide.

Also attending the Conference were Politburo members: Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac; Secretary of the Party Central Committee, Head of the Central Inspection Commission Nguyen Duy Ngoc; Permanent Deputy Prime Minister Nguyen Hoa Binh , Head of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751); Senior General Luong Tam Quang, Minister of Public Security; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Party Central Committee members, Ministers, leaders of ministries and central agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally run cities.

Prime Minister Pham Minh Chinh delivered a concluding speech at the Conference.

The conference assessed that in the past, due to many objective and subjective reasons, many projects across the country were stalled and stuck. Recently, the Politburo , the Secretariat, and General Secretary To Lam have paid great attention, given strong direction, and removed difficulties and obstacles for projects in order to free up resources, put projects into use soon, and not waste assets and money of the State, businesses, people, and society.

In particular, the Politburo issued Conclusion No. 77-KL/TW on solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities; the National Assembly issued Resolution 170/2024/QH15, the Government issued Decrees 76/2025/ND-CP and 91/2025/ND-CP to implement the Politburo's policy. The Government also established a Steering Committee to resolve difficulties and obstacles in backlogged projects.

The Prime Minister requested agencies and localities to closely coordinate with Steering Committee 751 and the Government Party Committee to complete the report to the Politburo in August 2025, with the best possible quality.

Delegates said that the conclusions, resolutions and decrees of the Politburo, the National Assembly and the Government are important legal bases to resolve difficulties, obstacles, bottlenecks and knots in mechanisms and policies; at the same time, they are the basis for provinces and cities to review projects, to apply and implement measures to handle and resolve outstanding issues, towards the goal of building a transparent investment environment, protecting the rights and legitimate interests of people and businesses.

After more than a year of implementing Conclusion 77 of the Politburo, some positive results have been achieved: Many problems have been resolved, projects continue to be implemented, bringing results, freeing up resources for the State, businesses and people.

However, through the latest review, up to now the whole country has 2,981 backlogged projects, lasting for many years, with huge values ​​and resources of society being wasted. Backlogged projects, legal problems related to land management, use, planning...

Among them, there are projects that have been identified as having violations, projects that have signs of violations, and many projects that are stuck in processes and procedures. The backlog of projects is under the jurisdiction of the Central Government, but mainly under the jurisdiction of the locality.

Analyzing the causes of the above situation, partly due to legal regulations, some localities' eagerness to promote growth and businesses' lack of experience and resources to implement projects, delegates proposed the need for decentralization, delegation of authority and clear assignment of tasks to speed up the progress of handling problems, in which, along with handling problems, including handling violations according to regulations, it is necessary to ensure the legitimate rights and interests of related parties.

Based on the results of implementing the conclusions, resolutions and decrees of the Politburo, the National Assembly and the Government on specific mechanisms and policies to remove difficulties and obstacles for projects in Hanoi, Ho Chi Minh City, Da Nang City, Khanh Hoa and Long An provinces, delegates proposed applying mechanisms and policies to remove difficulties and obstacles for pending and stuck projects nationwide.

Concluding the conference, Prime Minister Pham Minh Chinh welcomed the practical, frank, objective, responsible and highly constructive discussions of the delegates, especially the viewpoints and handling methods appropriate to the situation, ensuring efficiency, humanity, promoting development, in handling projects and land, not letting "mistakes pile up on mistakes, getting this job and losing that job"; requested relevant ministries and agencies to fully absorb the opinions of the delegates, draft the Conference Conclusion Notice to unify implementation in the coming time.

The Prime Minister said that removing difficulties and obstacles related to projects and land is a difficult, sensitive and unprecedented task, but it must be done with determination; he affirmed that the conclusions, resolutions and decrees of the Politburo, the National Assembly and the Government on specific mechanisms and policies to pilot the removal of difficulties and obstacles for projects and land in 5 localities are very correct, necessary and effective.

The methodical implementation process, based on the principles of the Party and the laws of the State, closely following reality, gradually expanding while doing, not being perfectionist, not being hasty and considering proposals carefully, has achieved practical results, removed difficulties and obstacles in many projects and put into use resources to serve socio-economic development. The way of doing and the results have been agreed upon, welcomed and supported by the people and businesses. This shows that it is necessary to promote the achieved results and continue to handle the remaining projects.

Regarding lessons learned, the Prime Minister emphasized the leadership, direction, decisive, objective, steadfast, and persistent participation of Party Secretaries and People's Committee Chairmen at all levels; promoting the sense of responsibility, daring to think and act with a pure spirit. During the process, it is necessary to digitize the database; coordinate between relevant ministries, branches, and localities with the highest sense of responsibility, not shirking work; handle matters according to authority, and report to competent authorities if they exceed authority.

In the coming time, Prime Minister Pham Minh Chinh said that after General Secretary To Lam wrote an article on anti-waste and from the practical handling of projects in 5 localities recently, the Government has established Steering Committee 751 led by Permanent Deputy Prime Minister Nguyen Hoa Binh to guide localities in handling projects.

According to the Prime Minister, among the total 2,981 backlogged and prolonged projects, there are 3 types. The first group is projects with clear violations; the second group is projects with procedural problems; the third group is projects with signs of violations.

The Prime Minister requested ministries, branches and localities to continue updating data on the Steering Committee's Information Portal; review, synthesize, classify, analyze and evaluate projects; propose appropriate handling directions according to regulations, on the principle that issues under the authority of which level or branch shall be handled by that level or branch; those beyond the authority shall be proposed to competent authorities for consideration and handling; ensure that the right person, right job, right content, right scope and object are handled; handle according to the principles of the Party and the laws of the State; propose handling options that ensure high combativeness, fairness, uprightness, the nature of the problem, close practicality, clear feasibility, specific and clear effectiveness, true humanity, and work as clearly as possible.

The Prime Minister requested ministries, branches and localities to continue updating data on the Steering Committee's Information Portal; review, synthesize, classify, analyze and evaluate projects.

Thereby, removing difficulties and obstacles for projects and land, fighting waste, mobilizing resources, promoting development, contributing to the realization of the growth target of 8.3-8.5% in 2025, creating momentum, creating force, creating momentum for double-digit growth in the coming years, bringing our country into a new era - an era of striving to develop richly, civilized, prosperous, people increasingly prosperous, happy as General Secretary To Lam has directed.

Reiterating the need to proactively and effectively handle issues in accordance with Party regulations and State laws, the Prime Minister requested Steering Committee 751 to continue completing the report for submission to the Politburo for consideration; and requested the Central Inspection Committee to continue performing its supervisory role and closely coordinate with relevant agencies to perform this task well.

Noting that we have had some experience in resolving a number of previously pending and long-standing projects, the Prime Minister suggested continuing to promote them with high determination, great efforts, drastic actions, focus, key points, not perfectionism, not haste, clearly doing what is done, doing it firmly, finishing what is done, assigning "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority"./.
