The government has set a GDP growth target of 8.3-8.5% for 2025, which many experts say is an ambitious target.
At the regular Government meeting in October 2025, Prime Minister Pham Minh Chinh emphasized that to achieve a growth rate of over 8% for the whole year of 2025, GDP in the fourth quarter needs to increase by over 8.4%, of which industry must increase by 9.4%; services by 8.3%; agriculture by 4%; striving for the digital economy to account for about 20% of GDP.
This is a significant challenge that requires great efforts from all levels and sectors, especially increasing the efficiency of traditional driving forces while promoting and unlocking new growth drivers.
Political responsibility of the "commanders"
The core and consistent task is to successfully implement the Resolution of the 18th City Party Congress, term 2025-2030, focusing on two 100-year goals, turning Hanoi by 2030 into a city with a development level on par with the capitals of developed countries in the region.
It is also the responsibility to take the lead in implementing the strategic resolutions of the Politburo (7 resolutions have been issued); it is the requirement to answer 2 strategic questions, 7 mission requirements, 5 urgent issues (traffic congestion, urban order, environmental sanitation, flooding and food safety) directed by General Secretary To Lam at the City Party Congress.
Secretary of the Hanoi Party Committee Nguyen Duy Ngoc affirmed: “Each “commander” of the sector must be an exemplary cadre in strategic advice and proficient guidance. Each party secretary of the commune and ward must be ready to serve the people, create development, and assign tasks clearly and consistently, avoiding overlap and being extremely transparent, fighting waste and negativity.”
Hanoi forms "million-dollar agricultural areas"

Director of the Van Duc Agricultural Production and Service Cooperative, Nguyen Van Duc, said that the products are mainly consumed in supermarket systems and large wholesale markets in Hanoi and many other provinces and cities. Each year, the cooperative also exports 300-500 tons of vegetables to Korea, Japan, Taiwan (China)...
According to the Hanoi Agricultural Extension Center, land accumulation has helped form hundreds of large fields growing high-quality rice and safe vegetables with a scale of 20-100 hectares, bringing in a value of 400-500 million VND/ha/year. Many flower and ornamental plant areas with a scale of 20 hectares bring in revenue of 0.5-1.5 billion VND/ha/year.
Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that Hanoi is aiming to develop specialized agricultural areas associated with brand building and agricultural tourism. The city chooses to invest in key models that can be replicated, suitable to the land accumulation conditions of each locality.
Join hands to support people with disabilities to integrate into society

Deputy Head of the Social Protection Department (Hanoi Department of Health) Le Trong Duc affirmed that for many years, Hanoi has always been one of the leading localities in the country in implementing social security policies, with a social assistance standard higher than the level prescribed by the Central Government.
In particular, the disabled group is also given special attention, including people with severe disabilities, people with severe disabilities from poor or near-poor households. Children and people from 16 to under 22 years old who are studying and whose parents are disabled and are receiving social benefits are also given attention and support.
The recent approval of the Resolution by the Hanoi People's Council to continue raising the social assistance standard (to 650,000 VND/month) demonstrates the city's deep concern, maintaining a support level higher than the central standard to ensure people's lives.
Chairwoman of the Hanoi Association of the Disabled Do Thi Huyen said that promoting the establishment of Associations of the Disabled at the commune and ward levels is considered an important step to create a "common home" right in the community.
Concerns from the "thirst" for Tamiflu

This year's flu season is entering its peak phase with the number of cases increasing rapidly at many medical facilities. Particularly at hospitals in Hanoi, the number of seasonal flu cases, especially influenza A, is also increasing. At Hanoi Children's Hospital, statistics show that in October 2025, about 500 children came to the clinic for seasonal flu, but in less than three weeks of November, this number exceeded 1,000 cases.

Associate Professor, Dr. Do Duy Cuong, Director of the Center for Tropical Diseases (Bach Mai Hospital) affirmed that using Tamiflu without permission, especially using the wrong dose or at the wrong time, can easily lead to drug resistance.
