Join hands to support people with disabilities to integrate into society

In Hanoi , with the theme "Promoting a society that is inclusive of people with disabilities - For the common progress of the whole society", authorities at all levels and organizations of people with disabilities have been making constant efforts, especially in perfecting social security policies, consolidating grassroots networks and creating conditions for people with disabilities to become active subjects in the development process.

High level of support

One of the most important steps showing Hanoi's concern is that the City People's Council has just passed the Resolution "Regulating the social assistance standards and social assistance policies of Hanoi City". This is an action to concretize the spirit of the Capital Law 2024 and Resolution No. 42-NQ/TU dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period. Accordingly, Hanoi continues to apply a social assistance standard higher than the Central's regulations. Specifically: Hanoi's social assistance standard is adjusted to increase to 650,000 VND/month (the Central's standard is 500,000 VND/month).

According to Le Trong Duc, Deputy Head of the Social Protection Department (Hanoi Department of Health ), for many years, Hanoi has always been one of the leading localities in the country in implementing social security policies, with a social assistance standard higher than the Central level. Resolution No. 09/2021/NQ-HDND dated September 23, 2021 of the City People's Council stipulates the social assistance standard and social protection subjects of the city, in which the social assistance standard is 440,000 VND/month (Central level is 360,000 VND/month).

However, on July 1, 2024, the Government issued Decree No. 76/2024/ND-CP amending and supplementing a number of articles of Decree No. 20/2021/ND-CP dated March 15, 2021 regulating social assistance policies for social protection beneficiaries, raising the standard level to VND 500,000/month. The recent approval by the Hanoi People's Council of a Resolution to continue raising the social assistance standard (to VND 650,000/month) demonstrates the city's deep concern, maintaining a support level higher than the central standard to ensure people's lives.

It is expected that the total budget for implementing the Resolution will reach more than 2,400 billion VND/year, with social assistance funding in the community increasing by more than 42 billion VND/month, demonstrating the large budget priority for social security.

In particular, according to the Resolution, the disabled group is also given special attention, including people with severe disabilities, people with severe disabilities from poor or near-poor households. Children and people from 16 to under 22 years old who are studying and whose parents are disabled and are receiving social benefits are also given attention and support.

The subject of integration

Along with the city's macro policies, the role of the Hanoi Association of People with Disabilities in 2025 is also clearly affirmed as the subject of the development process, representing the voice and interests of the community.

In the context of administrative restructuring and the two-level government model, the Association has taken proactive and creative steps to maintain the organizational network. The Association has provided guidance on the policy of converting the organizational network model, establishing 30 inter-commune and ward Associations of People with Disabilities on the basis of the old District, Town and City Associations of People with Disabilities.

According to the President of the Hanoi Association of the Disabled, Do Thi Huyen, promoting the establishment of the Association of the Disabled at the commune and ward levels is considered an important step to create a "common home" right in the community, where the needs of the disabled are promptly reflected, and support programs reach the right people at the right time.

In 2025, the Association organized 28 training conferences with nearly 1,000 staff and members participating, focusing on contents such as: Organizational development based on internal resources (ABCD), equality and inclusion of people with disabilities (DET), skills in applying information technology in management and communication, and life skills. The Association actively supported vocational training and job creation through organizing 2 job fairs connecting people with disabilities with agencies and businesses; signed a cooperation agreement on vocational training and job creation (such as leather repair) with the inter-ward associations of Dong Da, Hoang Mai, Ha Dong and Thanh Tri commune. Along with that, implemented a business training program on the TikTok platform for 50 members. With the city’s efforts to concretize social assistance policies and the strong and creative rise of the disabled community in the capital, Hanoi is taking steady steps to realize the noble goal, so that people with disabilities are not only beneficiaries, but also companions, creators, and implementers of common progress. This is the most meaningful message towards the International Day of Persons with Disabilities on December 3.
