Applying digital technology to monitor and trace the origin of aquatic products

In order to overcome the recommendations of the European Commission (EC) regarding regulations on combating illegal, unreported and unregulated (IUU) fishing, in recent times, the Center for Management of Fisheries Exploitation has carried out many activities to disseminate laws, inspect and supervise at ports, especially certifying output and tracing the origin of exploited seafood, gradually contributing to raising fishermen's awareness in implementing regulations against IUU fishing.

Mr. Nguyen Kim Long - Director of the Center for Management of Exploitation of Aquatic Projects said: "Currently, the whole province has 9 fishing ports, including 3 type II fishing ports (Hon Ro, Ca Na, Ninh Chu ) and 6 type III fishing ports (Da Bac, Vinh Luong, Dai Lanh, Quang Hoi , Dong Hai and My Tan), with a total workforce of 133 people, who are the main force in monitoring and tracing the origin of aquatic products in the whole province".

During its operation, the unit has actively applied digital technology to control and trace the origin of aquatic products, specifically applying the electronic aquatic product traceability software system (eCDT). Up to now, the unit has arranged staff in charge of operation, guidance and support for ship owners, captains; purchasing and processing enterprises to log into eCDT accounts on 4 kiosk tablets installed with eCDT software installed at representative offices of fisheries inspection and control at the ports: Hon Ro, Da Bac, Vinh Luong and Dai Lanh. At the same time, it has directed fishing ports to inspect and approve the procedures for entry and exit of fishing vessels, declare the output of port arrivals, issue receipts for unloading aquatic products through the port and certificates of raw aquatic products exploited on the eCDT system.

Leading the way in applying digital technology to control and trace the origin of aquatic products is Hon Ro Fishing Port (Nam Nha Trang Ward). The port is being invested in upgrading and renovating into a type I fishing port, receiving an average of more than 13,000 tons of aquatic products through the port/year. Since March 2024, the port has applied the eCDT system and is promoting positive results. Mr. Nguyen Van Ba - Head of the Management Board of Hon Ro Fishing Port and South Central Seafood Market, said that 100% of fishing boat owners and captains have installed the eCDT app, confirming the output of aquatic products unloaded through the port, tracing the origin of exported aquatic products that businesses purchase through the port. At the fishing port, the management board will monitor the output of aquatic products unloaded by fishing boats, compare it with the electronic fishing log and the journey monitoring system, if they match, the quantity will be saved to the national fisheries facility system and confirm the output of unloading for the fishing boat owner. When purchasing seafood from fishing vessels unloading through the port, businesses will have their origin confirmed when needed. As of July 3, the Hon Ro Fishing Port eCDT system has recorded 2,056 departures and 2,009 arrivals; the output of seafood through the port reached 8,900 tons; 2,183 receipts and 211 certificates of raw seafood exploitation with an output of more than 5,137 tons have been issued. “At first, people were not familiar with using the app to declare, so they were still confused. However, the fishing port staff, border guards and local authorities guided them to install the app, enter information, and after a few operations, the fishermen successfully installed it and made declarations on the app. This software not only supports fishermen in declaring their departures and arrivals from the port quickly, conveniently and accurately, but also overcomes the error of recording records for ship owners with many fishing vessels,” Mr. Ba added.

Contribute to removing the "yellow card"

Although all levels and sectors have coordinated to disseminate the 2017 Fisheries Law and documents guiding the implementation of the law, there are still some fishermen who have not registered fishing vessels entering and leaving ports and have not recorded and submitted logbooks and exploitation reports as prescribed, especially fishing vessels under 15m in length and fishing vessels in the coastal areas. In parallel, the information technology infrastructure at some fishing ports in the southern region of Khanh Hoa is not yet synchronized, sometimes interrupting the eCDT declaration process, causing many difficulties for fishermen in declaring departure and arrival via the eCDT system...

Mr. Nguyen Kim Long said that identifying the electronic logging of fishing and tracing the origin of aquatic products as an urgent requirement to make fishing output transparent, contributing to removing the IUU "yellow card" as recommended by the EC Inspection Team, as well as improving the efficiency of fisheries management, the Center for Fisheries Exploitation Management will coordinate with the Department of Fisheries, Seas and Islands, the Border Guard and local authorities to continue to open training courses and instruct on the use of eCDT software for fishermen, ship owners and businesses at fishing ports; at the same time, expanding the application of eCDT software to local fishing ports to trace the origin of aquatic products.

In addition, to deploy the eCDT system effectively, throughout the chain and synchronously, the Center for Management of Exploitation of Fisheries Works has proposed the Department of Agriculture and Environment to establish representative offices for inspection and control of fisheries and invest in information technology infrastructure equipment at fishing ports: Quang Hoi, Ca Na, Dong Hai, My Tan and Ninh Chu to inspect and control fishing vessels leaving and arriving at ports on the system according to regulations; have measures to strictly handle organizations and individuals who do not comply with regulations... striving for 100% of fishing vessels in the province to apply eCDT. The Center also directed its affiliated units to strengthen propaganda on the internal port broadcasting system about legal regulations related to the fields of operation of fishing ports; maintain dialogues with organizations and individuals operating in the port to promptly resolve problems. At the same time, focus resources on early investment and upgrading of fishing port infrastructure to ensure environmental sanitation, food safety and hygiene, and serve the fight against IUU fishing well.

As of early July 2025, the whole province had 1,295 fishing vessels over 15 m that had applied eCDT; the eCDT system recorded 6,893 vessel exports, 6,678 vessel arrivals; the output of aquatic products through the port was 16,262 tons; 2,263 receipts were issued, 211 certificates of raw aquatic products exploited (SC) and 18 certificates of aquatic products exploited (CC).
