In the dispatch No. 04/CD-BKHCN on proactively responding to the tropical depression near the East Sea that has strengthened into a storm with the international name WIPHA, Deputy Minister of Science and Technology Pham Duc Long requested telecommunications enterprises to focus on immediately implementing measures to ensure the safety of the communication system to serve the direction and operation of storm response, and to develop a plan for information rescue when an incident occurs.

The Ministry of Science and Technology (MOST) also requested telecommunications enterprises to focus on reinforcing stations, antenna towers, mobile transceiver stations, transmission lines and peripheral networks that may be affected by the storm; and to provide backup equipment such as generators, generator fuel, and batteries for units in areas expected to be directly affected by the storm.

At the same time, be ready to send storm warning messages to subscribers in areas that may be affected and be ready to roam between mobile networks when requested by the Ministry of Science and Technology .

Network operators need to instruct people on how to set up their phones to automatically roam between mobile networks. In addition, they should provide a list of BTS stations that can withstand level 4 natural disaster risks to the Department of Science and Technology to inform people to come and charge their phones.

The Ministry of Science and Technology also directed Viettel to use specialized information vehicles capable of operating on all terrains in bad weather conditions to reach the scene, ensuring communication; and to have plans and technological solutions to collect information and images from the scene and transmit them to the operation, command, and storm response centers to serve the direction and operation work.
