Ready to operate 2-level government

(GLO)- Up to now, all preparations for records, documents, archives in communes, wards and towns in Gia Lai province have been completed for handover to the new units after the merger. The personnel plan has also been completed, ensuring smooth operations in the coming time.

On June 18, the Provincial Party Committee held a meeting to discuss and agree on the project to end the activities of 17 district, town and city Party Committees and establish 77 new commune and ward Party Committees. Accordingly, from July 1, the new commune and ward Party Committees will officially operate with a complete apparatus according to the 2-level local government model.

Complete handover preparation

At the People's Committee of Hoa Lu Ward (Pleiku City), the work of classifying and storing records and documents has been urgently implemented by officials and civil servants for nearly a month. The classification and sealing of records has been carried out meticulously and carefully to hand over to the new unit after the merger of Hoa Lu Ward into the new Pleiku Ward.

Ms. Vu Thi Xuan - Office staff - Statistics of Hoa Lu ward - said: All files, vouchers, and related documents of the ward are packed in cardboard boxes, carefully and clearly noted by each field. The files are neatly arranged by month and year; previously pending files are also focused on and resolved to smoothly hand over to the new ward, ensuring smooth operation.

According to Mr. Le Van Quang - Chairman of Hoa Lu Ward People's Committee: The ward has directed the staff and civil servants to ensure the implementation of tasks until the last minute before implementing the merger. Especially, the statistics, preparation for handover of finance, assets, headquarters, real estate, documents... must be complete, strict, synchronous and in accordance with regulations; speed up the digitization of documents, ensure that data is stored accurately so that the new ward government can soon operate effectively, without interrupting activities serving the people.

Meanwhile, Mr. Tran Van Phuc - Secretary of the Party Committee of Hoi Thuong Ward - informed: Pleiku Ward was newly established on the basis of merging the wards: Tay Son, Hoi Thuong, Phu Dong, Hoa Lu and Tra Da commune. The Party Committee of the ward has thoroughly instructed cadres and civil servants to strictly implement the general policy, and at the same time directed the review of all tasks in the first 6 months of 2025 to continue to complete according to the set plan.

“We also directed departments to review and make statistics on public assets, finances as well as records and documents to prepare for handover to the new administrative unit. This is an unprecedented policy. Officials and civil servants also have their own thoughts and wishes, but they all believe in the major policies of the Party and the State, so everyone is making efforts to ensure their work at the current agency while preparing for the handover of records and documents to the new unit,” Mr. Phuc affirmed.

Regarding this issue, Mr. Doan Huu Dung - Chairman of Pleiku City People's Committee - said: Up to now, communes and wards are ready to officially operate the 2-level government model from July 1 in accordance with the policy of the Party and the State. Immediately after the conclusion of the Central Government, the city has developed a master plan, determining specific criteria to arrange the organization and personnel appropriately for each locality based on cultural and population characteristics.

The Chairman of the People's Committee of Pleiku City affirmed: The documents and procedures for handover have been fully prepared and are ready to be transferred to new administrative units. For ongoing projects, the city has conducted a review and specific classification. Projects that are eligible to continue implementation will be reported to the Department of Finance for synthesis, as a basis for the Provincial People's Committee to reallocate to appropriate localities according to the area. The preparation of facilities such as agency headquarters, vehicles, working equipment, etc. has also been developed by Pleiku City with a specific plan and reported to the Provincial People's Committee for consideration. Up to now, the financial settlement work for 2024 in communes and wards has been basically completed.

Meanwhile, Mr. Nguyen Huu Tho - Secretary of Dak Doa District Party Committee - said: In the process of restructuring the apparatus, the district reviewed the facilities and working offices of the 5 new communes to plan the arrangement of work, equipment and means for each department and block of the communes to ensure smooth operation without congestion.

In the immediate future, the district will reuse existing assets, including those at the district and commune levels. Where necessary, we will supplement the district’s means and working tools to support the new communes to operate smoothly. For the staff and civil servants, we will regularly carry out propaganda andeducation on ideology and awareness of the major policies on the operation of the two-level government.

Stable mind, peace of mind at work

Ms. Trinh Thi Thuy Thue - Office-Statistics Officer of Xuan An Commune (An Khe Town) shared: In the coming time, if I am assigned to stay, I will continue to make efforts in my work, trying to better complete the assigned tasks. Similarly, Ms. Vu Thi Xuan affirmed: "I myself am also ready to accept new tasks. When merging some wards and operating according to the 2-level local government model, the workload will certainly increase. I will study and acquire new knowledge to complete all assigned tasks well."

Regarding personnel, the People's Committee of Pleiku City has developed a plan to arrange and assign cadres based on the criteria issued by the Standing Committee of the Provincial Party Committee. The Chairman of the People's Committee of Pleiku City affirmed: "Although there are changes in working positions, the team of cadres and civil servants all identify this as a major policy of the Party and State, which must be strictly implemented.

The personnel arrangement and assignment was carried out openly and transparently, so there were no negative reactions. With the spirit of being ready to accept the task at the new unit, I believe that the implementation of the two-level government in Pleiku will soon come into stable operation."

The Secretary of the Dak Doa District Party Committee said: Since May 2025, the district has reviewed the entire staff, civil servants, public employees and workers at district-level agencies. Based on the guidance of the Central Government and the Provincial Party Committee Standing Committee, the district has developed a plan to arrange key staff, Party committees and leadership positions of new commune governments. The plan for personnel arrangement and assignment has been sent for appraisal and approval, and attention has also been paid to ideological work.

“Although some cadres are worried about changing their work positions and the distance, especially those with small children, most of them have now stabilized their mentality, are ready to take on new tasks at their new units, and are determined to complete their work well in the coming period,” added the Dak Doa District Party Secretary.

In Phu Thien district, District Party Secretary Tran Trung Hieu also affirmed: Machinery, equipment, and vehicles have been arranged in new communes to ensure smooth operation and serve the needs of the people. District professional staff are arranged appropriately for the sectors and fields in the new communes. In particular, the arrangement of personnel in the new communes ensures harmony, compliance with procedures, publicity, and transparency.

“The Standing Committee of the District Party Committee gives priority to female cadres and party members with young children in choosing their units and work areas; and arranges suitable work positions for families in difficult circumstances. Thanks to good mass mobilization work and harmonious arrangement of cadres, the ideology of cadres and civil servants in the area is basically stable and ready to receive tasks when organized, assigned and arranged” - Secretary of the Phu Thien District Party Committee emphasized.

To prepare for the agencies and units to officially operate, on June 18, the Provincial People's Committee issued an urgent dispatch on the implementation of necessary preparations for the new commune-level administrative unit to officially operate from July 1, 2025. In particular, the People's Committees of districts, towns and cities must urgently develop plans for organizational structure, establish specialized departments and public service units under the new commune-level People's Committees. The arrangement of personnel must ensure appropriateness and harmony between commune-level and district-level officials, and at the same time not exceed the total existing payroll.

In particular, from June 25, Pleiku ward will pilot the two-level government model for administrative procedure settlement and document management. The remaining communes and wards will begin testing from June 30, based on lessons learned from the pilot model. On the other hand, the Provincial People's Committee requires the entire political system to focus highly, ensuring that all necessary conditions are completed before June 25 so that the new model can officially come into effective operation, serving the people and businesses well.
