This morning (June 12), Ho Chi Minh City organized a trial operation of the commune-level government model in all 102 new wards and communes. Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen will chair the trial operation conference at the main bridge point at the Ho Chi Minh City Party Committee headquarters.

The Ho Chi Minh City Party Committee has assigned the Standing Committee of the City Party Committee, members of the Standing Committee of the City Party Committee, members of the City Party Committee, and members of the Steering Committee to reorganize administrative units at all levels and build a model of organizing a 2-level local government to directly supervise, monitor, and direct the trial operation at ward locations.

The Standing Committee of the City Party Committee also agreed to establish 10 working groups headed by the Standing Committee of the City Party Committee and members of the Standing Committee of the City Party Committee to directly attend, supervise, monitor and direct the implementation of the trial operation from June 12 to July 1.

The trial operation aims to equip new ward and commune officials and civil servants with knowledge and skills after the arrangement of the operation of the two-level local government and the reception of authority, division of functions, tasks, decentralization, and delegation of power from Ho Chi Minh City to localities.

At the same time, this also allows Ho Chi Minh City agencies to promptly guide and resolve difficulties and problems, make recommendations and proposals on practical issues of the locality, ensuring unified, continuous, smooth, uninterrupted and effective operations of the two-level local government organization.

Ho Chi Minh City has also announced the temporary assignment of personnel to 102 new wards and communes. These personnel will directly participate in the trial operation to gain experience for the official operation from July 1.

This morning, June 12, at Saigon ward, Mr. Nguyen Van Duoc - Chairman of Ho Chi Minh City People's Committee - as team leader, will attend the trial operation session.

Mr. Duoc's team is also responsible for regularly and directly supervising, monitoring, and directing wards and communes to pilot the newly established commune-level local government model in District 1 (Sai Gon Ward, Ben Thanh Ward, Cau Ong Lanh Ward, Tan Dinh Ward) and Can Gio District (Can Gio Commune, Thanh An Commune, Binh Khanh Commune, An Thoi Dong Commune).

In recent days, new wards and communes in Ho Chi Minh City have been busy arranging headquarters and equipment, coordinating with the Ho Chi Minh City Digital Transformation Center to connect infrastructure, and preparing for trial operations.

The Ho Chi Minh City Digital Transformation Center and the Department of Science and Technology have developed pilot operation scenarios. These scenarios have been completed after the Ho Chi Minh City Digital Transformation Center coordinated with the Tan Binh District People's Committee to successfully "test run" in 6 wards on June 11.

It is expected that this morning, the new wards and communes will test 5 scenarios including: operating document management software; testing system 1022; operating the Ho Chi Minh City online conference system; operating the administrative procedure settlement system at 102 wards and communes and operating the administrative procedure settlement information system to transfer files being settled.

According to the plan, the trial operation is expected to consist of 2 phases. Phase 1 is before June 13 (expected June 12) to operate services related to public administrative procedures to serve the people.

Phase 2 is after June 15, operating services, work groups related to departments, branches, sectors of Ho Chi Minh City and localities, and people. From June 26 to 30, Ho Chi Minh City will meet to review experiences and implement synchronously.
