In conclusion, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc welcomed and agreed with Truong Hai Group's investment proposal. This direction is consistent with the Party and Government's policy of prioritizing the selection of Vietnamese enterprises to participate in urban railway development.
This proposal contributes to promoting technology transfer and gradually becoming more proactive in production, serving the construction of urban railway systems for the city and the nation.
Regarding Metro Line 2, specifically the Ben Thanh - Tham Luong section, the Chairman of the Ho Chi Minh City People's Committee has instructed the Urban Railway Management Board to coordinate with Truong Hai Group in the process of revising the project; and to urgently complete the revised documents for submission for appraisal and approval in early December 2025. The project aims for official commencement in December 2025.
Regarding Metro Line 2 (Ben Thanh - Thu Thiem section and Thu Thiem - Long Thanh section), the leaders of the Ho Chi Minh City People's Committee requested Truong Hai Group to proactively research and propose investment options in the form of PPP or direct investment in accordance with the law. Afterwards, they should compile a report and submit it to the City for consideration by the competent authorities.
The Department of Construction is urgently submitting a revised zoning plan at a scale of 1/2000 for the specialized mechanical engineering industrial park invested in by THADICO Binh Duong (a member of THACO).
Simultaneously, expedite the process of preparing, appraising, and approving TOD (Transit-Oriented Development) area plans, prioritizing land along Metro Line 2.
Simultaneously, we will coordinate with Truong Hai Group in developing the TOD (Transit-Oriented Development) area plan, and receiving and deploying the research-based products in accordance with regulations.
The Department of Construction, in coordination with the Urban Railway Management Board, will research specific and special mechanisms and policies for the development of urban railways, and propose adding to Resolution No. 98 a mechanism for the city to receive funding from businesses in the planning, preparation, and implementation of projects.
The Ho Chi Minh City Urban Railway Management Board will prepare a report and submit it to the Standing Committee of the Party Committee of the People's Committee of Ho Chi Minh City, and seek the opinion of the Standing Committee of the City Party Committee on the method of implementing the aforementioned project.
The Chairman of the Ho Chi Minh City People's Committee requested that the investor, the Urban Railway Management Board, and relevant management agencies work together to urgently implement the project.

According to the plan, there are three railway lines connecting Tan Son Nhat Airport and Long Thanh, including Metro Line 2, Metro Line 6, and the Thu Thiem - Long Thanh railway.
Ho Chi Minh City has prioritized investment in two metro lines under the special mechanisms and policies of Resolution 188. As for the Thu Thiem - Long Thanh railway line, approximately 42km long, the Ministry of Construction is currently seeking opinions to propose that Ho Chi Minh City be the managing agency for its implementation.
According to the proposal, Thaco will build a railway connecting the two airports, Thu Thiem - Long Thanh, with Metro Line 2, including the Ben Thanh - Thu Thiem and Ben Thanh - Tham Luong sections. Regarding the research implementation status, Thaco has signed a contract with the consortium of Typsa (Spain) - Saman (Korea) - Senest (Korea) - the design consultant for the Ben Thanh - Thu Thiem - Long Thanh line.
