Khanh Hoa needs over 1,900 billion VND to build roads and flood drainage canals.

The D25 road project, along with the Vinh Trung flood drainage canal, has been proposed with a budget of over 1.9 trillion VND, aiming to reduce the risk of severe flooding in the Nha Trang and Dien Dien areas.

Recently, the Khanh Hoa Provincial Project Management Board for Investment and Construction of Agricultural and Transportation Works submitted Proposal No. 3613/TTr-DANNGT to the Department of Finance - Standing Committee of the Appraisal Council, requesting appraisal of the Report proposing the investment policy for the D25 Road and Vinh Trung flood drainage canal project.

This project falls under the category of transportation and agricultural services for rural development, aiming to concretize important resolutions of the Central Government and the Government on the construction and development of Khanh Hoa province.

The project is located in Tay Nha Trang ward and Dien Dien commune, Khanh Hoa province. These areas are frequently and severely affected by flooding due to poor drainage infrastructure, siltation and encroachment on the Cai River and canals, and the impact of upstream floods (Cai River, Suoi Dau Lake).

Therefore, the Vinh Trung flood drainage canal was constructed to divert floodwaters from the Cai River to the Quan Truong/Be estuary, restoring the drainage network and effectively reducing flooding in the downstream area and the western part of Nha Trang.

Simultaneously, in terms of transportation, the project will improve the limited connectivity between Tay Nha Trang ward and Dien Dien commune (a satellite town of Nha Trang), thereby forming a comprehensive transportation network connecting National Highway 1 and Vo Nguyen Giap road, contributing to the strong promotion of urban and socio -economic development of the area.

The need for this project is becoming increasingly urgent, not only for developing transportation infrastructure but also for ensuring safety, stable production, and protecting the living environment through the construction of the Vinh Trung flood drainage canal.

The D25 road and Vinh Trung flood drainage canal project is classified as a Group B project, with a total estimated investment of over 1,942 billion VND. The proposed funding source for appraisal is the State budget. In the total investment, construction costs account for the largest proportion, exceeding 1,156 billion VND, alongside land acquisition, compensation, support, and resettlement costs of over 554 billion VND, and other management, consulting, and contingency costs.

According to the proposal from the Khanh Hoa Provincial Project Management Board for Agricultural and Transportation Construction Projects, the project will be implemented in the form of construction over the period from 2026 to the end of 2028. After the investment policy proposal report is appraised and approved in the fourth quarter of 2025, the feasibility study report will be prepared in the first quarter of 2026.

Land clearance is expected to begin in Q2/2026, coinciding with the preparation and approval of the construction drawings. Construction work is expected to officially commence in Q4/2026 and be completed in Q4/2028.

The early approval and implementation of this project will be a comprehensive and fundamental solution, not only connecting infrastructure according to the Khánh Hòa provincial planning approved by the Prime Minister, but also addressing the pressing issue of flood control and disaster risk reduction in sensitive areas.
