In Khanh Hoa province, heavy rains and floods from November 16th to 22nd caused significant damage to agricultural production. Following that historic flood, before the vineyards, apple orchards, and vegetable crops could take root, prolonged heavy rains on December 9th and 10th caused further flooding, compounding the damage to agricultural production.

Mr. Nguyen Tien (52 years old, residing in Vinh Hai commune) stated that in this locality, most people cultivate grapes and short-term, high -economic- value vegetables. The historic floods submerged and damaged almost all of the previously planted vegetable crops. After nearly a week of receding water, his family continued to invest in fertilizers and improve more than 2 sao (2,000 m2) of land to quickly replant vegetables such as onions, basil, and coriander... in time for harvesting during Tet (Lunar New Year). However, the reinvestment is quite significant, almost requiring starting from scratch, as the floods washed away all the fertile soil and damaged the irrigation ditches.

Similarly, Mr. Phan Van Huan (47 years old), also from Vinh Hai commune, said that the water in his family's basil garden is still flooding. Due to prolonged flooding, the leaves have turned yellow and are falling off. If he were to destroy the plants and replant, he fears he wouldn't be able to harvest them in time for Tet (Lunar New Year). Therefore, to save these approximately 3 acres of basil, Mr. Huan plans to use a water pump to drain the water, take care of the plants, and hope to harvest whatever he can before investing in proper production again.

Vinh Hai commune is a merger of the former Nhon Hai, Thanh Hai, and Vinh Hai communes. This locality is not only famous for grapes – its main crop – but is also known as the hub of many types of vegetables, often compared to the vegetable basket of Da Lat. Vegetable farming has created a stable livelihood and provided a steady income for the people.

Mr. Nguyen Duy Quang, Director of the Khanh Hoa Department of Agriculture and Environment, said that to support people and businesses in restoring production and stabilizing livelihoods, the department has issued an emergency plan for restoring agricultural production damaged by floods, serving as a basis for departments and units under its jurisdiction to coordinate with localities in implementation.

Based on Government Decree No. 09/2025/ND-CP dated January 10, 2025, on policies to support the restoration of agricultural production in areas damaged by natural disasters and plant pests, Khanh Hoa province plans to allocate over 224 billion VND to restore agricultural production after the floods; of which, over 182 billion VND will come from the central budget and over 42 billion VND from the local budget.

The Department of Agriculture and Environment of Khanh Hoa province also requested its subordinate units to go to the grassroots level to inspect and guide farmers in production areas still affected by flooding to urgently drain water, invest in soil improvement, and prepare seeds for the 2025-2026 Winter-Spring crop.

In addition, the Department of Agriculture and Environment has mobilized agricultural extension workers to directly go to the grassroots level, guiding farmers in crop care, pest and disease control, monitoring the development of pests and diseases, and organizing containment and treatment. In particular, they have provided solutions to help farmers shift production to suit each type of crop, especially short-term crops, so that they can be harvested early for Tet (Lunar New Year), providing immediate income to invest heavily in subsequent seasons.

The recent historic floods have significantly impacted and damaged agricultural production in Khanh Hoa province. According to the Khanh Hoa Provincial People's Committee, the total estimated damage to agriculture, forestry, and fisheries is over 697 billion VND. To rebuild production, farmers urgently need timely investment capital support from the central and provincial governments, as well as professional assistance from relevant agencies and departments, to quickly reorganize production and begin a new journey with renewed hope.
